- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice and using the simplified acquisition procedures in FAR Part 13.5. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Naval Air Warfare Center Weapons Division (NAWCWD), Point Mugu, California, intends to procure, on a brand name only basis, 4 each, brand name Honda SeaDoo GTX 4TEC Personal Watercraft, and 4 each Zieman J-1-4ST Trailers for the SeaDoos. These brand name only specfications are required in order to comply with the already existing base platform for the Ship Deployable Surface Target, which is a remotely controlled surface target used by both the Navy and Air Force. Most of the electronic and mechanical components that will be used to modify the GTX4-TEC are built specifically for this platform. A change in the platform will incur significant additional costs for design, test, evaluation, and additional cost in logistics support and maintenance training. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to this solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Price, 2. Technical Capability. Offeror is responsible for completing and including with bid the following FAR fill-in clauses: 52.212-3 Alt I Representations and Certifications - Commercial Items, and 252.225-7000 Buy American Act - Balance of Payments Program Certificate (Jun 2005). The following additional FAR clauses are applicable: 52.209-6, 52.211-17, 52.212-4, 52.212-5 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33, 52.233-3, 52.233-4, 52.242-15, 52.247-34, 52.252-1, 52.252-2, 52.252-5, 52.252-6, 252.204-7003, 2 52.204-7004 Alt A, 252.212-7001, 252.225-7001, 252.225-7002, 252.225-7036 Alt I, 252.232-7003, 252.243-7001, 252.243-7001. Any questions resulting from this synopsis/solicitation must be emailed and received no later than 1 week prior to the closing date. The closing date of this solicitation is 4/19/06. Offers and completed FAR clauses must be emailed by the closing date of this solicitation, to barbara.contreras@navy.mil.
