Description
THIS IS A NOTICE OF SOURCES SOUGHT. The U. S. Navy is seeking sources to provide Helicopter Emergency Egress Lighting System (HEELS) for the CH-53D/E and MH-53E aircraft. This effort includes the non-recurring engineering design, integration, test, validation and verification of a HEELS for the CH-53D/E and MH-53E aircraft. Rotary wing aircraft operations require that in the event of a mishap, an escape path be lit in order for crew and passengers to maintain orientation and awareness of their best possible method of escape from the aircraft. The lighting subassembly shall consist of those components necessary to illuminate designated emergency escape exit(s). The lighting subassembly shall operate independently of any other lighting subassembly. The power supply of the emergency lighting system shall be independent of the main lighting system power supply. This requirement is for an egress lighting system on left/right side cargo compartments, and cockpit area. The system is required to utilize ANVIS green light, compatible with the operating characteristics of all in-service night vision goggles. The Government anticipates up to four (4) contract options for production kits for all USMC/Navy H-53 type/model/series aircraft for a total of 218 aircraft. It is anticipated that the solicitation will be released no earlier than the end of June 2006. A draft HEELS specification and STATEMENT OF WORK WILL BE MADE AVAILABLE UPON REQUEST. Unless otherwise stated herein, no additional written information is available, and no formal requests for proposal (RFP) or other solicitation regarding this announcement are currently available. Interested parties are requested to submit a brief statement of interest/capabilities no later than 4:00PM Eastern Standard Time on 17 April 2006. Electronic responses are preferred. This Sources Sought announcement is not a contract, or a requested proposal, or a promise to contract, or a commitment of any kind. The Navy will NOT assume liability for costs incurred by any offeror for any data offered for examination; therefore, the cost of preparing information in response to this notice is not considered an allowable direct charge to the Government. Submitted documentation, upon delivery, becomes the property of the U.S. Government. Submissions will not be returned.
