Description: U.S. Army Medical Research Acquisition Activity intends to award sole source procurement to Ortho Clinical Diagnostic Inc. for hepatitis reagents to be used on the manufacturer's instrument, ECi. Using any other reagent would render the instrument in operable. The government believes that Ortho Clinical is the only organization that offers this product. Any organization that offers this service may respond only by email to gay.hayden2@det.amedd.army.mil by noon, 10 April 2006. Any response to this no tice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received, the purchase will be awarded without further notice.
