Description
The Aviation Applied Technology Directorate (AATD), U.S. Army Research, Development and Engineering Command intends to award a non-commercial, indefinite delivery, indefinite quantity (IDIQ) contract to evaluate the use of pure nanocrystalline diamon d to mitigate erosion of rotor blades. Pure nanocrystalline diamond, free on any graphite inclusions, would need to be applied to the leading edge and coated directly onto the rotor tip caps to mitigate the effects of erosion. AATD intends to award one, cost-plus-fixed fee, IDIQ contract with the anticipated award date of 22 May 2006. The estimated maximum value of the contract will be $3 million. Individual task orders will be issued. The minimum order value will be $830,000 and will be obligated conc urrently with the IDIQ contract. This acquisition will be procured under the authority FAR 6.302-1. No solicitation will be issued. The intended source is United Protective Technologies LLC located at 4600-G Lebanon Rd, Charlotte NC 28227-8252. United Protective Technologies has developed and patented a process for producing pure nanocrystalline diamond thin-film with the desired process attributes and has demonstrated the ability to quickly transition products the Army Aviation Fleet. Alpha contract n egotiations, appropriate for sole source requirements, will be limited to United Protective Services. The overall period of performance for the IDIQ contract is 3 years with no options. The applicable North American Industrial Classification System (NAIC S) code is 541710 and the size standard is 500 employees. This notice is not a request for proposals (see note 22).
