Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement (No Substitutes): Specialized Microwave / RF training and consulting, to includ e the following: Microwave / RF Specialized Training and Consulting: RF Connectors: Mechanical / electrical characteristics and limitations of the common RF connector types; Proper connection and cleaning procedures; Identification of connector errors. Power Measurements: Types and applications of different power sensors; Physics-based description of power measurements and power units; Measurement uncertainty; Proper power measurement and calibration techniques with associated laboratory activities. Si gnal Generators and Sources: Principles of operation (component block diagrams, mathematical and conceptual descriptions); Equipment and modulation types, and applications / limitations for each type; Laboratory activities to train students to produce dif ferent types of signals and modulations. Spectrum Analyzers: Theory of operation; Adjusting equipment parameters to obtain the best measurement for various applications (this should include laboratory activities); Discussion of modulation, distortion, an d noise; Interpretation of equipment accuracy, resolution, and other specifications. Network Analyzers: Transmission line fundamentals, including S-parameters and Smith chart; Principles of operation (component block diagrams, mathematical and conceptual descriptions); Proper measurement and calibration procedures for various applications, with laboratory activities to emphasize important concepts; Error and uncertainty analysis; Measurement in time versus frequency domain. Antenna Range Applications: I mplementation details associated with using a signal generator as a remote network analyzer source and using remote mixers with the network analyzer LO/IF option; Benefits and drawbacks of different network analyzer calibration techniques for antenna measu rement applications; Practical limitations and antenna gain errors associated with time-gating removal of ground reflections. Quizzes should be given before and after each major training section as a record of student learning. FOB Destination (Fort Hua chuca, Arizona 85613). Payment will be made by Government Credit Card under Net 30 Terms. EVALUATION CRITERIA / PROCEDU RES: Offers will be evaluated based on the following best value criteria in descending order of importance: Meeting the Requirement, Proposed Delivery Schedule, Past Performance and Price. The Synopsis/ solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Cir cular 2001-22 and 2001-23. The following FAR provisions apply to this acquisition: 52.212-1, Instruction to Offerors Commercial items, and 52.212-2, Evaluation of Commercial Items, applies to the acquisition. Offerors shall include a completed copy of F AR provision 52.212-3, Offeror Representations and Certifications Commercial Items, and furnish Offeror's Federal Tax Identification Number, Cage Code, Central Contractor Registration Number, DUNS Number and applicable FSC Codes with this offer. FAR Clauses 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5, Contract Terms and Conditions Required Implementing Statutes or Executive Orders Commercial Items apply to this acquisition. FAR 52.219-8, Utilization of Small Business Concerns. The government reserves the right to select for award, all, some, or none of the proposals received in response to this announcement.
