Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is 60020 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08. This is not a small business set-aside. The National Institute on Drug Abuse on behalf of the National Institute of Neurological Disorders and Stroke (NINDS), Division of Intramural Research (DIR) requires a specimen tracking and management system to centrally manage and track biological samples and clinical specimens stored in freezers across various building and labs. The system will be integrated with internal clinical applications that have been built in house with NIH staff. In order to meet the Clinical Center?s clinical research standards requirements and best practices, the system will need to interface with this sample tracking system; therefore linking research data to where the samples are located. To both meet internal research needs and be compatible with other existing applications, the system must meet the following basic requirements: Be a web-based database system written with J2EE technology Provide database structures and source codes for modification and integration Contain multi-level (role-based) security and access control Provide bar code tracking ability and attach forms associated with the specimen Have simple user interfaces and layouts for easy data entry and navigation Provide advanced query and reporting functions for tracking and management Support existing and new research studies The system should handle and track the logistics of moving samples between bins or freezers, to record sample quality and study progression, to consolidate and monitor research results from multiple studies. Upon receiving the award, the contractor must provide the source codes and assistance needed to modify the system for NINDS needs. The system must fulfill the basic requirements and functions listed above. The contractor must have experience working with NIH or on NIH-funded collaborative research projects. In addition to the source codes, the contractor should also provide on year or support for modification and integration tasks at no additional cost to the government. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items, is applicable. Specific evaluation criteria (1) ability to meet the stated technical requirements; (2) past performance; (3) familiarity with NIMH protocol specimen tracking and management systems; (4) evidence of meeting delivery dates and (5) price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The quotations are due April 14, 2006, 5:00 PM EDT and will be submitted to Roshawn Simpson, Contract Specialist, 31 Center Drive, Room 1B59, Bethesda, Maryland 20892.
