Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Station Support/Simplified Acquisition Branch, Office of Acquisitions- Neurosciences, on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a purchase order on a noncompetitive basis to AGILENT TECHNOLOGIES INC, 2850 CENTERVILLE ROAD BU3-2 WILMINGTON, DE to purchase- a total of twenty-one (21) human genome CGH microarray, 185 a 60-mer, 185k feature five 1x3 slides per kit, one microarray per slide, kits. AGILENT TECHNOLOGIES INC. has provided specific microarray dna kits for the National Institute of Mental Health's project entitled, "3 ugCCH Microaarrays (non-amplified),? under Protocol # 03m0035, since 2004. The FAR guidance when critical services or supplies are deemed necessary, under FAR 6.302-1 (a), Only one responsible source and no other supplies or services will satisfy agency requirements, No substitutions possible; needed to continue on-going experiment; change in supplies disruptive to experiments. An award to any other source would affect the NIH prior and current research involving genetic studies of childhood onset psychosis basis and would not provide any cost savings to the Government. The North American Industry Classification (NAICS) Code is 334516 and the Size Standard is 500. The acquisition is being conducted under simplified acquisition using FAR 12 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Comments to this announcement, referencing synopsis number NOI60065 may be submitted to the NIDA, Station Support/Simplified Acquisition Branch, 31 Center Drive, Bldg 31, Room 1B59, Bethesda, MD 20892-2080, and Attention: Rosie C.
