Description
The NMFS intends to award a sole source purchase order to Dr. C. Mindy Nelson to perform statistical analyses and related literature reviews and report writing for the St. Lucie Fish Health Study. The following reasons are given for this selection. This service order is part of a multi-year project. This is an on-going project. She has a blend of statistical knowledge and competence and biological expertise that is essential to this project. She has had several years of experience working with the St. Lucie fish health database and has prepared the models and the refined, quality assured database that will be the basis of this year?s work. She is thoroughly familiar with the database, the software, and the analytical methods to be used and is already totally knowledgeable about the work. She is familiar with the many files of analytical output, tables, and graphs that relate to the work. Given the nature of the project, with fixed-date obligations to funding sources as well as NOAA mandates and a need for continuity, it is essential that SEFSC arrange for to conduct this work. It is essential to continue the project in order to complete the reports that NOAA is obligated to provide to the State of Florida and to prepare the manuscript to be developed from the reports. In this ongoing project with the Southeast Fisheries Science Center. Potential Sources must be able to demonstrate an ability to work effectively with the large amounts of data (>40,000 records) included in the St. Lucie fish health database. Project objectives are to (1) determine sources of variation and trends in the prevalence of abnormalities in fish of the St. Lucie estuarine system and nearby reference sites, (2) relate the prevalence of abnormalities to freshwater inflow and other environmental variables, and (3) develop performance measures that can be used to evaluate the effectiveness of regional and local restoration and remediation projects. Duties are described below. . DESC: The required work will consist of the following: Statistical analyses of the field-collected data are an important element of the overall study and the major component of this service order. Planned continued sampling will add an additional year to the database and strengthen the basis for the analyses. The expanded data base is expected to enhance the ability, through logistic regression analysis, to separate species differences from time/space differences, examine individual species, and relate the prevalence of abnormal fish to environmental variables and other potential influencing factors. The provider shall: 1) expand the existing database with the new data as it becomes available from the field component of the project and will perform quality assurance. 2) acquire and prepare environmental data (including, if adequately available, data on water-column nutrients) to be used in the analyses. . 3) address specific issues regarding the data, the analytical approach, and the results from prior-year work using a combination of data synthesis and bootstrapping. 4) interact with the principal investigator and reviewers of the draft report produced in the prior year, providing model output and summary figures and tables as required to address various questions. 5) based on tasks 2 and 3, conduct new analyses with the expanded dataset to test, refine, and build upon the comprehensive suite of logistic regression models developed in prior work. 6) advance development of the most promising models for recommendation as performance measures. 7) adapt approaches developed in the previous year to compare abnormality prevalence before and after extreme events (e.g., major water releases, hurricanes, other storms). 8) conduct analyses to compare the prevalence of abnormal fish in the St. Lucie system to that in nearby reference areas. 9) evaluate and compare models in terms of goodness-of-fit, AICs, confidence limits on predictions, and other statistics. 10) conduct literature reviews on the species and abnormalities covered by the analyses and on the most ecologically relevant contaminants occurring in the St. Lucie system to support interpretation and synthesis of statistical results. 11) develop presentation materials for the Greater Everglades Ecosystem Restoration Conference in June 2006, based on the previous year?s work. 12) provide the following deliverables relative to tasks 1 through 12 above: Figures and tables for presentations Data files used for analyses SPLUS printouts from analyses Summaries of information collected in literature reviews Figures, tables, and written text (methods, results, and contributions to discussion) for reports The anticipated performance period is date of award through one year. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 10 after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal, which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications, and any additional supporting literature. Submissions received in response to this notice shall be evaluated based on the technical ability and demonstrated past experience to meet the requirements described in the description section above. Vendor must provide a DUNS number (http://www.dnb.com/us/ ) and register with the Central Contractors Registration (http://www.ccr.gov/ ) to further qualify for this contract. Include DUNS number on written quote. As specified in FAR 5.101 (a) (2) All interested firms may submit a response which, if received by the time specified above, will be considered by the agency.
