SUBJECT: Solicitation for U.S. Personal Services Contractor (PSC) Health Advisor , GS-14 ? USAID/Caucasus ? DIRECT SUPERVISOR: Baku Country Coordinator The Health Advisor (Azerbaijan) will serve as the lead for all health and projects and activities under USAID/Caucasus, Azerbaijan and as the leader of the Health Strategtic Objective team. He/she is directly responsible for the design, management and evaluation of health activities in Azerbaijan Azerbaijan?s health care sector faces tremendous challenges. Being one of the lowest funded in the former Soviet Union, medical facilities are poorly maintained and medical professionals do not receive updated training and knowledge. In addition, the current policy environment and inefficient public funding system hinder the country?s ability to provide accessible quality care. As a result, the cost of health care has increased while the quality of care has decreased. The health of Azerbaijani citizens has declined dramatically since independence in 1991. The leading causes of death in children are acute lower respiratory infections, diarrhea, and neonatal conditions. Only 12% of couples use modern family planning methods, and abortion remains the major fertility control method. The health of adults has suffered and life expectancy has decreased. The leading causes of mortality among adults in Azerbaijan are cardiovascular diseases, cancers, diabetes, and injuries, and these are increasing. These health issues have an important impact on economic growth and the future productivity of the workforce, as well as on the increased burden of health care financing. To address these challenges in Azerbaijan, USAID has made the health sector one of the Missions?s three strategic objectives and introduced health projects aim to improve health services and practices through health care reform; better use of health resources; dissemination of information on healthy lifestyles, rights and responsibilities of the patient, and health care services. USAID works closely with the government and other international donors to ensure systematic, institutionalized changes, with a focus on reproductive health/family planning, primary health care, child survival, emergency medicine, and health system strengthening. The Health Advisor will serve as the Strategic Team leader for all health projects and activities under USAID/Caucasus, Azerbaijan. The Advisor will provide leadership for the design, implementation and evaluation of health activities and advise the Country Coordinator in Azerbaijan and the Mission Director in Tbilisi, Georgia in all aspects of the health portfolio. This position reports to the Country Coordinator and will also be responsible for providing training and mentoring to team members. The Health Advisor will supervise three local staff and work closely with the Health Fellow. In particular the incumbent will be responsible for the following: Team Leadership and Staff Development 30% Lead, coach, and facilitate the USAID health team staff to achieve the Strategic Objective. Through proven technical expertise, personnel management deftness, and excellent interpersonal relationship and mentoring skills, lead the SO team to ensure that planned development results are achieved in a highly efficient, timely manner, consistent with USAID regulations and policies. A critical responsibility in this position will be to provide on the job training and mentoring to three-person Locally Employed Staff to understand health sector issues, their relevance to USAID?s broader development objectives, and in the application of ?best practices? in program development and project management. The Advisor will be responsible for identifying and arranging for all necessary formal (classroom) and informal (conference, study tour, on-the-jog) training for the Health Office staff to assist them develop the skills, experience, and attitudes to be successful USAID professionals. Through interaction with government of Azerbaijan counterparts, provide leadership and guidance to improve the communication and coordination within and between the Ministry of Health, other government agencies, local governments and the external community, and explore innovative means of collaboration to increase impact of respective organizational efforts. Serve as a leading interlocutor on health issues with senior government officials, the local and international health community and with USAID and the US Embassy. USAID?s operating environment as one among several international donors requires special attention to the necessity for inter-donor communication, cooperation, and collaboration. The Advisor will play a pro-active role in promoting USAID?s development objectives in this context. Planning and Portfolio Development 30% Is responsibility for the effective management of USAID?s health sector portfolio of contracts, grants, and cooperative agreements and other non-project activities. Serve as Health SO team lead in annual, portfolio and intensive program reports and reviews and presenting progress towards the achievement of the SO during the past year, and expectations regarding future results achievement. Write reports reflecting the performance of the health portfolio. Advisor is responsible for the quality, thoroughness, and timeliness of all program and project documentation required from and generated by the Health SO team, and is expected to work closely with all relevant USAID offices, especially the Program Offices and Contracting Offices in Baku and Tbilisi, in the smooth and effective implementation of USAID?s health program. Plan and develop program/project development activities, to include assessing gaps in the portfolio; interacting with PVOs/NGOs, bilateral and multi-lateral donors, other USG institutions, Congressional staff, and others; assessing capabilities and identifying various organizations to serve as change-agents; and ensuring appropriate program/project documentation is professionally executed. Assess critical assumptions, causal relationships, vulnerability issues, along with the related implications for performance towards Strategic Objectives and Intermediate Results. Regularly review overall portfolio pipeline levels and future resource requirements. Ensure that outputs of activities support the Intermediate Results, ultimately contributing to the achievement of the SO. Assessment and Evaluation 20% Provide guidance to USAID health staff and implementing participants in formulating and submitting recommendations for improving the program design or implementation procedures. Ensure adherence to Congressionally mandated program requirements. Develop intervention strategies for improving the quality of public health programs reviewed. Through discussions and analysis of health barriers, identify the need for and develops modifications or improvements to health programs. Develop operating procedures or program plan for implementing health policies after analyzing health issues and their impact on health procedures. Analyze proposed health programs or policies for impact on public participants, and to determine if targeted audience is impacted. Program Management 20% Provide programmatic backstopping and management on high visibility projects, consulting with professionals in various sectors. Advise senior Mission management on key issues/constraints to program/project development. Direct the review of proposed health projects and programs, policy, and technical input. Assist in carrying out analyses, feasibility studies, and project design proposals through preparation of terms of reference and making study teams available. Provide project development support on the design and implementation of the health portfolio. Lead the design and development of new health and programs/projects, including initial reconnaissance of projects; preparation of scopes of work for feasibility studies; selection of study contractors; and review and approval of completed feasibility studies. Review program/project proposals for economic, financial, technical, social, and environmental soundness; and recommend or take appropriate actions. Oversee the preparation of project papers, project agreements, project authorizations, Congressional notifications, and implementation letters. Review or oversee the review of contractor selection and approval, including related documents such as requests for proposals or applications, workplans, and specifications for professional services. Initiate or coordinate evaluation of health projects during or following project completion, to ascertain project and cost effectiveness, including implications for future financing. Performs other duties as assigned or required. Required Qualifications Education and Work Experience and Knowledge Advanced university degree in Public health, Medical, Nursing, Social Science, Public Administration or other relevant fields. A minimum of eight years of progressively responsible experience in Health and Education strategy development and implementation. Management skills are required to strategize, develop and implement effective program activity. 2) Language and Communication Skills Fluent English speaking, reading, and writing equivalent to the Foreign Service Institute 5+ proficiency level is required. Must possess strong negotiation, written and oral communication, and interpersonal skills 3) Special Skills Effective use of Microsoft Office processing and data management systems and applications, such as Microsoft Windows, Word, Excel, PowerPoint, Internet and e-mail applications. 4) Clearance Requirements The selected candidate must obtain medical and security clearances.
