Description
The United States Postal Service is seeking companies or suppliers that can provided emergency response and clean-up services to be provided for natural and manmade disasters such as, but not limited to, hurricanes, tornadoes, floods, earthquakes, fires, etc., nationwide. The offeror shall include a written plan discussing the company?s organizational, operational, and technical approach for providing emergency incident response services at Postal Service facilities on a 24 hour basis. Pre-qualification statements will be evaluated first by the Contracting Officer?s evaluation team. Primary factors to be considered are firm?s background, eligibility, certification and affirmation, financial information, area of coverage, emergency response, clean-up contract experience, delivery order contract experience, comparable experience, safety, and non-comparable experience. Suppliers selected for the pre-qualification list as being qualified will have their Management Plan and Cost Proposal. evaluated. Suppliers who do NOT become prequalified will NOT have their Management Plan and Cost Proposal evaluated. The supplier shall demonstrate ability to maintain a twenty four (24) hour, seven (7) days per week, year-round response capability to provide all necessary emergency response services, manpower, equipment and material resources for clean-up services for natural and manmade disasters of national significance or any other incident as designated by the Postal Service. The supplier shall have the capability to perform services at multiple locations at or pertaining to Postal Service facilities, infrastructure, equipment and property or impacted locations as directed by the Postal Service. The supplier shall demonstrate ability to mobilize, monitor and deploy emergency response personnel and equipment to support any individual incident and adhere to appropriate safety procedures and advise Postal Service personnel on health and safety matters and public safety, when applicable. The supplier shall demonstrate its ability to provide professional staff, expert guidance, recommendations, protocols, technologies, equipment, and materials. The supplier shall provide technical onsite project management support services including monitoring onsite activities, progress, resource allocation and project schedule, as directed by the Postal Service, complying with applicable laws and regulations and providing cost oversight services, tracking and ensuring cleanup activities are performed correctly and in accordance with this contract.
