Description
NASA/GRC has a continuing requirement for researching and developing digital control for power electronics using Application Specific Integrated Circuits (ASIC) design Methods. This procurement involves membership status for the university to develop and maintain a facility whereby University capabilities can be used to advance Power Electronic systems, to stimulate industrial innovation and to provide the University with enhanced research capability to related subjects. The Colorado Power Electronics Center (CoPEC) shall extend the development of the active-stability control technology developed under NNC05QA01P to include the determination and/or measurement of DC-DC converter health state. This health state measurement will be performed in-situ and continuously reported at 5 minute) intervals to a supervisory avionics controller. Work products and deliverables will include a hardware breadboard technology demonstration and all documentation including theory, techniques, test results, and conference/journal papers. NASA/GRC intends to purchase Full Sponsoring Memberships from the University of Colorado, at Boulder, 3100 Marine Street, Boulder, Colorado 80309 for a base period of 12 months with potentially two options periods, each 12 months. The University's Colorado Power Electronics Center (CoPEC) is the only technology consortium in the United States that is researching and developing digital control for power electronics using Application Specific Integrated Circuit (ASIC) design methods. NASA has determined that digital control of power electronics is a high priority since analog, radiation hardened electronic devices will not be available for future space exploration missions. The ASIC technology being developed for power electronics at CoPEC makes that possible. The membership is an on-going effort and has been extended to a three year period if necessary. The renewal of the CoPEC membership means that NASA will benefit from the continuity of an existing research effort. Finally, the technology sharing agreement with the commercial CoPEC partners means that technology developed for NASA can quickly transition into commercial applications. The effort used to compete such a requirement would only provide the information known of the one source and take unnecessary actions costing NASA money and time.the items from The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B". Any referenced notes may be viewed at the following URLs linked below.
