Description
SUBJECT: DESIGN-BUILD HURRICANE KATRINA DAMAGE REPAIR, U.S. CUSTOM HOUSE, NEW ORLEANS, LA. POC Lisa M. Solicitation Number GS-07P-06-UUC-5000, provide all labor and materials for repair and alteration to the U. S. Custom House, New Orleans, LA, as a result of Hurricane Katrina. The project will be awarded as a firm-fixed price design/build utilizing a two-stage source selection process based on best value to the government, with both technical ability and price evaluated. Stage I will be submission of technical qualifications. Factors are listed in order of importance as follows: Experience and Past Performance of the Design Build Team; Management Approach; Experience and Past Performance of Key Personnel. It is not essential that the proposed design build team members have completed work together previously, however the submittal should demonstrate the ability of the component firms to form an effective and efficient team. The successful offeror will be required to provide the maximum practicable subcontracting opportunities for small business concerns, small business concerns owned and controlled by socially and economically disadvantaged individuals, woman owned small business, veteran and disabled veteran-owned business, and HUBZone small business to participate in this contract. A subcontracting plan must be provided with the proposal. Small businesses are not subject to this requirement. Stage I will be issued on or about April 19, 2006. Stage II will be the submission of the design/build proposal, including cost and price. The scope of services for Stage II will require at a minimum: construction drawings, specifications, cost estimates, value engineering services, computer aided design and drafting (CADD), project scheduling, submittal preparation, construction quality control, construction, demolition, as-built, post construction services. Stage II RFP, which will include 30% concept drawings will be issued on or about June 8, 2006. A 20% bid bond will be required. The existing facility is currently vacant and will remain so until completion of the construction phase. It will be the responsibility of the offeror to provide 100% design documents. Capabilities to sequencing and scheduling the work and quality control for the design and construction efforts are required. THIS IS A FULL AND OPEN PROCUREMENT. The project estimate range between $25,000,000 - $30,000,000. All responsible firms are invited to submit a proposal. Interested parties are required to review, complete and return the Document Security Notice (DSN) and a copy of their business license to the POC. The DSN can be obtained by contacting the Contracting Officer.
