- Marine Corps System Command, Program Manager for Training Systems (PM TRASYS), is issuing this Sources Sought notice to identify potential sources capable of providing a live fire targeting system which will include a mobile MOUT range and a Company Battle Course range. The Marine Corps has a current operational requirement to modernize range instrumentation and simulation to increase live fire training capability and effectiveness at Camp Lejeune, NC. PM TRASYS anticipates releasing within 2 months an RFP for a hybrid structured contract that will be both firm-fixed price for site preparation/installation and IDIQ for range equipment. PMTRASYS plans to acquire the range equipment system as a Non-Developmental Item (NDI) acquisition(s). The mobile MOUT range system will consist of (1) a range control system with both fixed and portable capability, (2) stationary infantry targets, (3) moving infantry targets (4) moving armor targets, (5) vehicle movers consisting of! 3D and 2+D vehicle targets, (6) sound effect simulators, (7) night muzzle flash simulators, (8) rocket propelled grenade simulators, (8) black smoke generators and (9) battle effects simulators. The Company Battle Course range will consist of (1) a range control system with both fixed and portable capability, (2) stationary infantry targets, (3) moving infantry targets, (4) moving armor targets, (5) sound effects simulators, (6) night muzzle flash simulators, (7) black smoke generators and (8) battle effects simulators. The vendor will be tasked to supply the following: Range Control System: Range Control Station (RCS)Range interface adapter provides two-way communications with range Open interface architecture Wireless but with land line capability Current DD Form 1494 Operate in the frequency band of 130MHz to 174MHz w/narrow band mode Hand Held Controller (HHC)Communicate via two-way radio link Open interface architecture Wireless but with land line capability Current DD Form 1494 Stationary Infantry Targets (SIT)Communicate/control using RCS and HHC. Attached to this RFI, the Marine Corps System Command, Program Manager for Training Systems (PMTRASYS), releases a DRAFT Statement of Work and DRAFT Systems Requirements Document for Industry comment. Interested vendors should supply comments to the documents indicating ability to meet specified requirements, specific items requiring clarification for responsive industry proposal. Received comments will be considered by the Government for basis of modification to the subject documents. Comments will not be directly responded to but may be addressed collectively at a future date during or prior to solicitation This request for comment in no way implies either implicitly or explicitly that respondents will be compensated in any way by the US Government for information or materials provided. It does not constitute a solicitation and should not be construed as a commitment of any kind by the US Government to issue a solicitation or ultimately award a contract.
