Posted 03 APR 06 The purpose of this modification to provide the answer to a question posed to the Government: Question to the Government: What is the proprietary information that is controlled by AAI Corp. that would result in substantial duplication of costs and delays for the Government? Answer from the Government: The specific answer to your question is: AAI's 29-inch iSTAR UAV and control software. For clarification, as stated in the Presolicitation Notice: "The objective of this task is to integrate AAI's 29-inch iSTAR UAV...with...SSC San Diego's...base platform". The capabilities and specifications of the iSTAR UAV are required for project objectives. The base platform is designed to be used with AAI's 29-inch iSTAR UAV. The base platform control software is JAUS/MOCU compliant. end of modification The Space and Naval Warfare Systems Center, San Diego (SSC SD) intends to solicit and award a single contract for all items to AAI Corporation (AAI), 124 Industrial Lane, Hunt Valley, MD 21030-3342 on a sole source basis. A requirement very similar to this requirement, published under Solicitation number N66001-05-R-0046, was intended to be awarded to Allied Aerospace (AA), 703 Middle Ground Boulevard, Newport News, Virginia 23606. AAI will utilize the 29-inch iSTAR Unmanned Aerial Vehicle (UAV) that was developed by AA. The objective of this task is to integrate AAI's 29-inch iSTAR UAV command and control processes with the Joint Architecture for Unmanned Systems (JAUS)- based Multi-Robot Operator Control Unit (MOCU) command and control system, modify the iSTAR UAV for automatic refueling from SSC San Diego's Automated UAV Mission System (AUMS) base platform and demonstrate the integrated AUMS during field trials in which the iSTAR UAV launches, flies preplanned waypoints, lands, refuels and returns to the air. Use of any other contractor would result in substantial duplication of costs and delays for the Government based on proprietary information controlled by AAI Corp. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1, only one responsible source and no other suppliers or services will satisfy agency requirements. However, interested persons may identify their interest and capability by responding to this synopsis within fifteen (15) days after the date of publication of this notice. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The type of contract will be cost plus fixed fee contract for a 1-year performance period. The applicable North American Industry Classification System (NAICS) Code is 541710; small business size standard is 500 employees.
