- This notice of intent is from the Naval Research Laboratory NRL to contract with General Dynamics C4 Systems, Inc at 1440 N Fiesta Blvd, Gilbert, AZ 85233-1000 on an other than full and open competitive basis to provide support of post-year-three Coriolis Operations from the Coriolis Spacecraft Operations Center, currently the RDT&E Support Complex (RSC) at Kirtland AFB, New Mexico. The statutory authority is 10 USC 2304(c)(1) and FAR 6.302-1(a)(2)(iii) only one responsible source and no other supplies or services will satisfy agency requirements. The work is separated into two parts, 1) Nominal Operations Support and 2) Anomaly Support. This effort provides the Coriolis space vehicle with two years of on-orbit operations support. The Nominal Operations Support includes monitoring the status of the space vehicle, current knowledge of the health and performance of the vehicle, detailed trending results and analysis. The support includes weekly data trending and analysis reports to the Coriolis Mission Office. Participation in weekly operations teleconferences, and technical authority personnel available on call 24-hours per day, 7-days per week. The Anomaly Support includes analysis of anomalies and recommendations for anomaly resolution within 72 hours from authority to proceed. The Contractor must be intimately familiar with the design, development and operation of the Coriolis satellite. This is not a solicitation. See numbered Note 22 and 26.
