- Title: US Army CASCOM Sustainment Portal Individual/Group Immersive Training NAICS Code: 541511 - Custom Computer Programming Services Product Code: K069 - Modification of Training Aids-Devices Small Business Set-Aside PLEASE READ THIS ENTYIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for modified-commercial items prepared under FAR Part 13.5 Test Program for Certain Commercial Items, and prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation. Quotes are being requested and this announcement constitutes the solicitation request. This requirement is being issued as a small business set-aside by GovWorks under the Department of the Interior Franchise Fund on behalf of The Lifelong Learning and Sustainment Portal Branch, Training Support Directorate, USACASCOM Deputy to the Commander for Training. Note: FAR 52.212-1 and FAR 52.212-2 are incorporated into this announcement. FAR 52.212-3 Offeror Representations and Certifications-Commercial Items: Contractors may submit their online Representations and Certifications Application (ORCA) at the following government portal: http:orca.bpn.gov. GovWorks Procurements will handle the solicitation and resultant contract administration as well as payment of invoices. GovWorks is a Federal Franchise Fund Contracting Office under the authority of Government Management Reform Act and provides contracting support to all Federal and DoD agencies. The successful Offeror will be required to complete electronic banking information electronic payments, and all vendors must be registered in CCR, effective October 1, 2003 to receive government contractors - http://www.ccr.gov. All responsible and responsive offers from small businesses to this solicitation will be considered by the Agency. Due Date Information: The due date for responses to this RFQ, both technical and cost, shall be via electronic submission to judy.grant@mms.gov (cc: michael.farrell2@mms.gov) on or before April 27, 2006, 2:00 pm Eastern Standard Time. All inquiries must be via email and all questions and responses will be posted to the FEDBIZOPPS Web Site as an amendment to this original announcement. Questions concerning this solicitation MUST be submitted no later than April 13, 2006, 2:00 pm Eastern Standard Time. 1. Background: A Combat Service Support (CSS) Soldier convoy operations training prototype was developed using a commercial gaming engineer, technology and capabilities. The prototype provides both individual and group immersive training, and is accessible and/or delivered via CD, file download and online individual/group training sessions. Due to DoD/Army information security standards, the prototype cannot be distributed to private/commercial entities, but the results of current testing and assessment will be used (in conjunction with other resources and deliverables referenced in the Statement of Work) as a foundation. 2 Objective: To establish, and continually improve upon this product as a validated, authoritative training resource on CSS Convoy Operations, accessible by military units, schools and individual service members, and as a model for applying like/related technologies to develop other immersive training simulations. VENDOR: Small Business TYPE OF CONTRACT: Firm Fixed Price DESTINATION INFORMATION: Service Contract DELIVERY TYPE: All deliveries under this contract will be FOB Destination. DELIVERY SCHEDULE. Period of Performance will begin within 10 business days of Award. ANTICIPATED AWARD DATE: No earlier than May 12, 2006 - No later than May 25, 2006. SUBMISSION REQUIREMENT: Vendor shall provide a written price quote and technical quote in response to this solicitation.
