Description
This purpose of this modification is to add an additional topic area as follows. No other changes have been made. The Information Directorate is soliciting white papers for the ability to perform technology assessment, demonstration, and transfer of USAF intelligence exploitation technology for local, state, and national law enforcement agencies. Of particular interest are the USAF intelligence exploitation technologies, as a minimum, related to audio processing, video surveillance, and timeline analysis. The purpose of audio processing technologies is to allow speaker identification, elimination of noise and/or multiple voices, enhancement and identification of background noise. The purpose of video surveillance technologies and tools is to enable the acquisition, processing, storage, and enhancement of video data to support law enforcement activities, such as identification of individuals, vehicles, events, and interactions. Timeline analysis technologies are needed to provide both pattern/trend analysis for investigations, and to enhance logistics and planned coverage of regions for increased effectiveness of law enforcement resources. In addition, there is a need for timeline analysis tools which would allow the user multiple customizable ways to display location, time, interaction and event data. This topic area also requires the validation of forensic tools utilized by FAVIAU and the FBI field offices for audio and video examination/analysis. These validation procedures may be incorporated into FBI Forensic Audio Video Imagery Analysis Unit (FAVIAU) Standard Operating Procedures (SOPs) for digital evidence examination and analysis. It will be necessary for offerors to have, or have access to a Government-approved facility under this topic area therefore the security requirements outlined in the BAA also apply to this topic area. As part of this effort monthly meeting will be held to stay abreast of the latest in technological advances in the areas of audio processing, video surveillance, and timeline analysis. Part of this effort is to accelerate the process of transferring USAF developed technologies to the law enforcement/public safety market as well as to explore and apply scientifically proven methods to gather, process, and interpret digital evidence. Technology demonstrations/evaluations will be accomplished in a real world environment. Best practices and lessons learned of those evaluations will be fed back to technology development programs and disseminated to the criminal justice community.
