Description
This is a sources sought synopsis. This is not a Request for Proposals. The NRC is conducting a market survey and analysis to determine the range of available contractors that exists and assess their capabilities to assist the NRC with the work areas described below. The purpose of this announcement is to provide potential sources the opportunity to submit information regarding their capabilities to perform work for the NRC free of conflict of interest (COI). For information on NRC COI regulations, visit NRC Acquisition Regulation Subpart 2009.5 (www.nrc.gov/who-we-are/contracting/48cfr-ch20.html). All interested parties, including all categories of small businesses (small businesses, small disadvantaged businesses, 8(a) firms, women-owned small businesses, service-disabled veteran-owned small businesses, and HUBZone small businesses) are invited to submit a response to the market research questions set forth below and submit the matrix of resource capabilities as described below. Submission of additional materials such as glossy brochures or videos is discouraged. Responses are due no later than April 28, 2006. The Government will not reimburse respondents for any costs associated with submission of the requested information. Telephone inquiries or responses are not acceptable. The NRC?s Office of Nuclear Reactor Regulation (NRR) is responsible for the licensing and regulatory oversight of civilian nuclear power reactors and research reactors in the United States. NRR implements regulations and develops and implements policies, programs, and procedures pertaining to all aspects of licensing and inspection of these facilities. NRR activities for new reactor licensing include application reviews for reactor design certifications, early site permits (ESPs), combined construction operating license (COL) applications, and new reactor pre-application activities. As discussed in SECY-06-0019, (www.nrc.gov/reading-rm/doc-collections/commission/secys/2006/secy2006-0019/2006-0019scy.pdf) ?Semiannual Update of the Status of New Reactor Licensing Activities and Future Planning for New Reactors,? dated January 31, 2006, the NRC is preparing for the review of new reactor license applications that are projected to be submitted during the Fiscal Years 2007 and 2008. Currently, the new reactor designs to be reviewed include the AP 1000, ESBWR and EPR. The NRC is developing the licensing infrastructure and resources necessary to review these applications. The NRC now estimates that as many as thirteen COL applications may be filed in FY 2007 and 2008. Given this heightened interest, anticipated growth, and importance of meeting the schedule of new reactor licensing activities, NRR has undertaken a major reorganization to address the anticipated increased workload for new reactor licensing and plans to add additional staff. Contractor support is also needed to prepare for new reactor licensing and anticipated reviews of new reactor license applications. The NRC is seeking sources that are interested in supporting our technical assistance requirements. Please access and complete the Corporate Capabilities spreadsheet (www.nrc.gov/who-we-are/skill-setmatrix3-13-06.pdf) and the Market Research Questions (set forth below). The Corporate Capabilities spreadsheet requires you to complete entries for potentially available qualified candidates. In each of the nine technical areas of expertise, if it applies, enter the candidates relevant years of experience. In order to provide further understanding of the expertise needed references to the Standard Review Plan (NUREG 0800) (www.nrc.gov/reading-rm/doc-collections/nuregs/staff/sr0800) chapters are listed in the title block of the nine areas. The remaining columns are self explanatory. Market Research Questions for New Reactor Support Page Limits - Questions 1 to 10 no more than three pages. Question No. 11 no more than three pages. 1. How long has your business been in operation? 2. What type of business is your company (i.e. 8(a), large, etc.)? 3. What is the size of your company in terms of employees and consultants? (Breakdown the mix between the two categories.) 4. Do you have dedicated office space in close proximity to NRC Headquarters? (If desired, describe any office space alternatives.) 5. Which GSA FSS contracts, if any, do you possess? When do they expire? 6. Has your company worked for any of the potential applicants in the past year? (Currently the potential applicants are Constellation, Dominion, Duke, Entergy, Exelon, Progress and Southern.) 7. Has your company effectively established teams in the past such that you could perform scopes of work outside your core competencies? (Describe the types of work and technical disciplines assembled.) 8. List any companies or government agencies your company plans to perform work related to New Reactors in the next two years? 9. Has your company previously faced organizational conflict of interest issues with NRC? How were they resolved? 10. Describe any other information your company deems relevant to supporting New Reactors. 11.
