Description
This amendment is issued to make the following changes. Changes are noted in bold. a) Paragrah (v) is revised to reflect changes in CLIN 0001AA and 0001AB add CLINs 0001AC and 0001AD (v) The Schedule of Supplies/Services is as follows: Schedule of supplies/services: Guard II (Occupation 27102)(Service Contract Act Wage Determination 94-2233 rev 25) 0001AA Base Period (April 8-October 7, 2006) 8592 hrs @ $______________/ hr=$______________ (Note, 24 hours per day for 179 days is 4296 person hours. The quote is for two shifts therefore 4296 x 2 is 8592 person hours.) 0001AB Base Period Federal Holiday (April 8-October 7, 2006) 144 hrs @ $______________/ hr=$______________ (Note, There are three Federal Holidays during the base period. 24 hours per day for 3 days is 72 person hours. The quote is for two shifts therefore 72 x 2 equals which is 144 person hours.) 0001AC Unilateral Government Option (Oct 8, 2006-January 11, 2007) 4320 hrs@______________/hr=$______________ (Note, 24 hours per day for 90 days is 2160 person hours. The quote is for two shifts therefore 2160 x 2 is 4320 person hours.) 0001AD Unilateral Government Federal Holiday Option (Oct 8-Jan 11, 2007) 240 hrs @ $______________/ hr=$______________ (Note, There are five Federal Holidays during the option period. 24 hours per day for 5 days is 120 person hours. The quote is for two shifts therefore 120 x 2 equals which is 240 person hours.) b) Revise Proposal instructions Paragraph 2: PROPOSAL INSTRUCTIONS: 1. Price Proposal Offerors must submit proposals in accordance with the Schedule of Supplies/Services. 2. Technical Proposal Offerors must submit a technical proposal addressing its ability to meet the Statement of Work Requirements and provide copies of all required licenses, certifications, insurance, and bonding requirements. Offerors must also submit a certification certifying its ability to meet each of the requirements set forth in the Statement of Work (Paragraphs A-CC). 3. Past Performance Offerors must submit past performance information for a minimum of three similar efforts performed in the previous six (6) months. Past performance information must include points of contact for each effort including name of company, address, phone number, and length of service performed. Past performance information provided will be used as well as other Government performance information. C. Correct the clause number for FAR 52-212-2 in Alterations in Solicitation: ALTERATIONS IN SOLICITATION (FAR 52.252-3)(APR 1984) Portions of this solicitation are altered as follows: 1. EVALUATION - COMMERCIAL ITEMS (FAR 52.212-2) (JAN 1999) The government is using the following factors to evaluate offers: (i) Technical Ability to meet the SOW requirements; (ii) Past Performance; (iii) Price. Technical Ability, Past Performance, when combined, are more important than cost or price. All factors weighted evenly. Failure on any factor will disqualify the offeror. ICP Location: 5200 Blair Drive, Metairie, LA 70001 d) Address Questions submitted regarding RFQ. See below for questions and answers. QUESTIONS: 1. Name of current company performing said guard services and contract number? Sea Wolf Contract EP06W000017 2. What is the hourly rate and other direct cost elements being paid under the current contract? This is Considered Confidential Business Information 3. Contract type of current contract? Fixed Price 4. How should the lodging/meals expense be handled/paid for since locally QUALIFIED armed guards are not readily available for a short (firm for only six months) effort in a Hurricane ravaged/ devastated area? See RFQ part D ? offeror is responsible for their own lodging and meals. All costs for lodging/meals should be included in the fixed hourly rate. 5. Should lodging/meals expense be proposed as an Other Direct Cost factor? No, if this cost is included, these costs should be built into the fixed hourly rate. 6. How should the cost of a golf cart or car be handled? See RFQ part E- Any transportation around the RV trailers and parking spaces such as the use of a golf cart or car shall be provided by the guard contractor (not by the Government). Offeror is responsible for providing transportation within the Incident Command Post. these costs should be built into the fixed hourly rate. 7. What is the composition/mix in the requested 8736 and 4560 hours for guard and supervisory guard hours? The pricing mix is to be determined by the Offeror 8. Since the contract is going to be awarded on the ?best value? approach, than what are the weighted values for the three factors to evaluate the offers? As stated in the RFQ ?Technical Ability Past, Performance when combined are more important than cost or price? All factors weighted evenly. Failure on any factor will disqualify the offeror. 9. What is needed or being requested by this statement in the RFQ? ?Offerors must also submit a certifying its ability to meet each of the requirements set forth in the Statement of Work? Offeror must provide a written certification they meet each of the requirements in the SOW(Paragraghs A through CC). All other terms and conditions remain the same. Offers are due by 3/29/06 3:00 Central time.
