Description
NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Designs & Prototypes Ltd, also known as D & P Instruments, 1280 Hopmeadow Street, Unite E, Simsbury, CT 06070 for the acquisition of a laboratory instrument upgrade (hardware modification) and development of computer software for an existing D&P Instruments TurboFT spectrometer. All computer software must run in a Windows/Linux/OSX environment as executable or in a MatLab numerical software package. The data analysis software must be able to import a standard thermal IR spectral library. The thermal video analysis software must be able to calculate object velocity. The spectral analysis software must be able to calculate chemical concentration. The EPA has identified D & P Instruments as the only vendor capable of satisfying this requirement. In order to ensure data compatibility and accuracy the circumstance permitting "Other than full and open competition" is FAR 13.106-1 (b) only one source reasonably available. The intent of this notice is to determine if any other source(s) exist; and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 10 days after the date of this publication.
