The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information at the place and time specified. PERIOD OF PERFORMANCE: April 2006 - April 2007 extendable 7. PLACE OF PERFORMANCE: DOS/INL/PC 8. JOB DESCRIPTION: See below I. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR This position is located in the Bureau for International Narcotics and Law Enforcement Affairs, Office of Policy Coordination. The incumbent will be assigned to work with 2-3 members of a group addressing civilian police and police development issues in post-conflict environments. The incumbent focus will include, but not be restricted to, aspects of developing and coordinating US participation in judicial, police and prison development and civpol programs in Iraq and other countries as identified. The position is under the supervision of the Policy and Program Officer responsible for civpol programs. 2. Duties and Responsibilities Provide advisory services on wide-ranging policy and technical law enforcement matters relative to US contributions and participation in police development programs and civilian police operations overseas. Utilize US law enforcement experience and knowledge?in such areas as analysis and use of crime statistics, station house organization and procedures, training and career development, operational planning and patrol, standard operating procedures for patrol officers, ethics and corruption, conduct and the use of force, community policing policies and practices, civil disturbance management, internal affairs, force structure and personnel specializations, and general administrative and management functions of a civilian police organization?to assist in developing concepts of operations, programmatic elements, budgetary estimates, and implementation strategies for US involvement in civilian police operations and local police development. Remain abreast of events and influences in Iraq and other countries as identified affecting progress and development of the Iraq public safety and justice system and issues related to the provision of civpol. Assist with the management of programs related to U.S. contributions to civilian police operations and police development programs in Iraq and other countries as identified. Draft on short-deadline such materials as: o Congressional correspondence; o Memoranda for Department of State principals; o Briefing materials for Department and Bureau principals, congressional delegations; o Talking points for Bureau; o Background papers; o Draft options on foreign policy issues affecting civilian police or broad public security matters; o Concepts of operations for deploying and supporting civilian police overseas; o Drafts action plans and timetables for implementing concepts of operations. Establish and maintain detailed knowledge of operational activities and how they relate to program and policy goal, objectives and timetables. II. Minimum Qualifications USG citizenship. Eight years experience in U.S. law enforcement, including patrol and at least one specialization; or a combination of at least four years police experience and a graduate or law degree in criminal justice/public administration. Three years experience with police or other criminal justice programs. Superior negotiation, interpersonal and writing skills. Desirable Qualifications Familiarity with the United Nations or other civilian police operation, e.g., Iraq, Haiti, Bosnia. III. Ranking Factors Knowledge of U.S. foreign policy objectives in contributing U.S. personnel to Iraq civilian police operations. Experience in working with the police program training in Iraq or other international police force. Demonstrable ability to review and analyze multiple sources of information; and draft concise written materials which clearly and accurately identifies and summarizes key central themes/policies. IV. Contract Provisions: Security clearance at the Top-Secret level. The contract period should be for one year with options to extend for additional years, not to exceed five years. The contactor will be based in Washington, but may be authorized official overseas travel/temporary duty, as directed. Contractor relationships should cite Bob Gifford as supervisor. V. Evaluation Criteria Factor 1 Offerer?s ability to manage complex programs, and to effectively make recommendations, prepare budgets, and engage in program work. (30 points) Factor 2 Offerer?s demonstrated ability to communicate complex issues in a timely and concise manner, both orally and in written form. (20 points) Factor 3 Offeror?s ability to assist in creating and implementing U.S. foreign policy directives regarding the training, equipping, and continued development of the Iraqi Police. (20 points) Factor 4 Offeror?s ability to effectively communicate with members of Congress, inter-agency personnel, and the international community, including police and non-police personalities, for the purpose of gathering and disseminating information pertinent to the US program and overall international Iraqi law enforcement development. (15 points) Factor 5 Offeror?s demonstrated familiarity with the CPA, Iraqi Governing Council, UN, and other related or similar international organizations in Iraq, and demonstrated understanding of the requirements for coordinating U.S. programs with them. (15 points) VI. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. VII.
