- Description
- The Department of Homeland Security intends to issue an indefinite-delivery indefinite-quantity contract for personal body armor for all agencies under their aegis. The proposed contract will encompass a base year and four one-year options and will include the following items: Body Armor Packages: Body Armor, NIJ Level IIIA - Concealable, Body Armor, NIJ Level IIIA ? Dual Purpose and Body Armor Individual Items: Concealable Carriers, Outer Garment Carriers, Moisture Wicking Undergarments, Trauma Pads, Accessory Sets, and Carry Bags. All items will be required to meet appropriate DHS standards and are defined in the Statement of Work that will be part of the solicitation package. A draft request for proposal (RFP) and draft statement of work (SOW) will be available on or about 20 April 2004. The intent will be to conduct a pre-solicitation conference covering the RFP and SOW in April and a final RFP closure on or about May 24, 2006. (Note: This solicitation will be evaluated on a ?Best Value? basis.) For a copy of the RFP and SOW, contact Rick Travis by e-mail (only) at Richard.travis@dhs.gov (e-mail preferred). No paper copy of the package will be issued, so provide an e-mail location for the documents to be provided. The final solicitation package will be issued on a total small business set-aside (100%) basis. All responsible small businesses may submit a proposal, which shall be considered by the agency. The applicable NAICS code is 315999 with a small business size standard of 500 employees. See Numbered Note 1.
