Description
It is the intent of the National Library of Medicine (NLM), National Institutes of Health (NIH), to procure professional services on a sole source basis under the authority of FAR 6.302 from Mr. Robert F. Moore, Bethesda, MD. The purpose of this procurement is to acquire professional statistical analysis services for the Reporting Branch, Division of Information Services (DIS). The Reporting Branch is one of three branches within DIS, responsible for analyzing award data, developing trends and statistical models for NIH extramural programs. In fulfilling this function, the branch utilizes the IMPAC II System, as well as other data sources. Consultant services are necessary to assist in statistical analysis of extramural data and documenting reporting concepts. Staff must have expert knowledge with one or more data analysis and reporting tools used by the branch. Necessary skills required for the consultant position include expert knowledge of statistical and data modeling techniques, expert knowledge in conducting studies using qualitative and/or quantitative methods, expert knowledge in the NIH databases, expert knowledge in the use of reporting tools to produce concise and meaningful reports based on statistical analyses, expert knowledge of NIH grants system, policies and procedures to retrieve and interpret data fields appropriately for analysis. Consultant works independently, and not as an agent of the Government and shall conduct data analysis and interpretation of NIH extramural programs. The consultant is expected to provide accurate and efficient methods of data retrieval and final results. Deliverables shall vary depending upon the requirements of the specific tasks and as specified by the Project Officer. Examples include preparing periodic status reports of progress in conducting statistical analyses, final reports of analyses, presentation materials, and documentation. Consultant will be on-site and will be furnished with computer equipment and access to the NIH data bases to perform analyses. The activities required by this contract will necessitate use of existing systems, as well as the implementation of new systems, that are both highly critical and highly sensitive as defined by the Department of Health and Human Services Automated Information Systems Handbook. NIH has determined that Robert F. Moore is uniquely qualified to provide the above services. Robert F. Moore has accumulated specialized experience in working with NIH and database systems through reporting activities spanning over 30 years. He is familiar with the organizations terminology, data structure, and reporting concepts that meet the current project requirements. The contractor must undergo a background security check and receive Moderate Risk (Level 5C) or High (Level 6) security clearance or equivalent as described in the Department of Health and Human Services' Information Systems Security Program (AISSP) Handbook, found at http://irm.cit.nih.gov/policy/aissp.html. Chapter VII, Personnel Security/Suitability and Training, of the AISSP Handbook describes the specific responsibilities required of the contractor. Also see OERRM Security Clause. This position involves some travel. The period of performance shall be from April 1, 2006 through March 31, 2007. This is not a Request for Quotations (RFQ), nor is a RFQ available; however, all interested parties may submit a capabilities statement which will be considered by the NIH. The capabilities statement should demonstrate that the interested party s able. To provide the professional technical services specified above.
