- Solicitation AG-4870-S-06-0002 is being issued as a Request for Proposal (RFP). RFP should be submitted in writing or electronically. Land Between The Lakes (LBL) National Recreation Area (NRA) is a designated National Recreation Area under the management of USDA Forest Service. Several factors make Land Between The Lakes NRA unique in its collection methods and procedures. Accessibility, location, and the large number of facilities have allowed for the implementation of a Central Cashier position. The contractor is encouraged and expected to use an efficient approach to effectively accomplish Statement of Work requirements in a timely manner. Accuracy and timeliness are of the utmost importance. Offeror will accept, open, count, and empty approximately 375 money bags. Total workload varies during the year based on visitation. Offeror will be expected to count change, cash, credit cards, check, and other financial related documents to prepare a deposit, which must be deposited into a local bank. Information from each money bag and deposit must be entered into a point of sale system. The contract is being issued as a base year with four, one year options. The base year covers 5 days after award thru 30 September 2006. Option year one covers 1 October 2006 thru 30 September 2007. Option year two covers 1 October 2007 thru 30 September 2008. Option year three covers 1 October 2008 thru 30 September 2009. Option year four covers 1 October 2009 thru 30 September 2010. Solicition will be issued with 54 individual lines designated as a month of service. Offerors will be required to price each month. All services will be performed FOB destination at the Administrative Office at LBL. The Contractor must be bonded in the amount of $100,000.00 to protect the government from any loss of funds. This solicitation is being set aside 100% for small business concerns (Numbered Note 1). Offers must be received at the Administrative Office, USDA Forest Service, Land Between The Lakes NRA, 100 Van Morgan Drive, Golden Pond, KY 42211 no later than 4:30 PM on Monday, April 17, 2006. The government anticipates award on or about April 24, 2006. All responsible sources may submit a proposal which shall be considered by the agency. Award will be made based on a proposal analysis where past performance when combined with management/technical is approximately equal to price. Should you have any questions please contact Glen S.
