Description
NASA/ARC has a requirement for an NTegra AFM Scanning Probe Spectrometer which will be used for identification of small molecules. NASA/ARC intends to purchase the items from NASA/ARC intends to purchase this item from the following company: Nano Technologies-America, 313 South Jupiter Road, Suite 105, Allen, TX 75002 pursuant to FAR 6.302-1. Nano Technologies-America has a unique ability to enable efficiently the identification of small molecules by Raman spectroscopy and surface feature resolution by Atomic Force Microscopy (AFM). Nano Technologies-America can also provide efficient and reproducible measurements of Raman imaging down to 40nm in both transparent and reflective samples and maximum drifts of 1nm/hr and 15nm/K, with noise level of XY<0.2nm and Z<0.04nm. The specifications are as follows: 1) Capable of the following measurements with the equipment as listed below: In Air: Contact AFM; LFM; Resonant Mode (semicontact + noncontact AFM); Phase Imaging; Force Modulation (viscoelasticity); MFM; EFM; Adhesion Force Imaging; AFM Lithography-Force; Spreading Resistance Imaging (SRI); AFM Lithography-Voltage; Scanning Capacitance Imaging (SCI); Scanning Kelvin Probe Microscopy (SKM). 2) Light input - output system (SNA03/MR) equipped with piezo-driven steering mirror, special controller and optical microscope with LED opaque illuminator. 3) Optical head (SNA01/R) with integrated high aperture objective and AFM / STM cantilever holders. 4) Exchangeable scanner (SC250NTF) with capacitance sensors and X ,Y ,Z scan range of 50 x 50 x 6 (+10%). 5) Changeable SPM measuring heads basement (SCC01NTF) with adjustable viewing mirror; manual X, Y positioning stage; range of sample positioning 5 x 5mm, with positioning resolution of 5?m. 6) Universal base for NTF(SCB03aNTF); includes stepper motor and driving unit for an automatic approach system, air / gas / inlet / outlet scanner and head connectors, bias voltage, heating stage, AFAM and second stepper motor connectors; electronics; special stand for optical viewing system; temperature and humidity sensors with liquid crystal screen indicator. 7) SPM controller (BL222TNTF) with built-in X, Y, Z closed loop system for equivalent scanner, double Z range and built-in lock-in amplifier with extended frequency range of 100Hz - 5MHz, frequency accuracy of 0.01Hz and built-in Photon Counter; power input 90 - 240V, 50 / 60Hz; tower box; DSP board; controller self-diagnostic board. 8) PCI interface board (IN005) with cable for connecting SPM controller with PC (length 0.5 - 5.0m). 9) Data acquisition and image processing software (SWD02) for IBM compatible PCs. The Government intends to acquire a commercial item using FAR Part 12. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. Interested parties having the capabilities and qualifications necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto. All responses shall be submitted to Patricia Finnell-Mendoza no later than 4:30 PM PST on 04/06/2006.
