- To date, the Internal Revenue Service has relied upon the General Services Administration (GSA) to obtain leased office space. However, in the future the IRS intends to use the GSA?s delegation of authority and perform lease functions in-house. For those leases not performed by GSA and in excess of the quantity IRS can perform itself, the IRS will order all lease-function support services from the contractor awarded the Requirement/Indefinite Delivery-Indefinite Quantity contract awarded as a result of this solicitation. Ancillary to the lease-support services will be an IDIQ component for both (1) architect/engineering services for build-out of facilities obtained with the assistance of the selected lease-function support contractor, and (2) relocation of IRS employees from existing locations to facilities obtained with the assistance of the selected lease-function support contractor. The lease support services portion of the resultant contract will be at no separate cost to the IRS. The selected contractor will negotiate with and collect their commission from the lessor. This solicitation is being issued under NAICS 531210, Offices of Real Estate Agents and Brokers, which established a small business size standard of $1.5M. The solicitation will be available approximately 30 days following the date of this notice on the IRS Procurement website: http://www.irs.gov/opportunities/procurement/index.html. A modification to this announcement will be issued when the solicitation has been posted. A pre-proposal conference will be held approximately 1 week following the release of the solicitation with details provided in the solicitation.
