Description
This is Amendment 0001 to Solicitation N00604-06-T-0361. These are questions and answers from propective vendors. Closing date remains the same. Question 1.) Can this material be foreign? If so, is any country of origin o.k.? or which countries are acceptable? Answer: DFARS 252.225-7000, Buy American Act ? Balance of Payments Program Certificate and DFARS 252.225-7001, Buy American Act and Balance of Payments apply to this procurement. Please refer to DFARS 225.872-1 for a list of qualifying countries. Question 2.) What lengths are required? Answer: 20' lengths Question 3.) When is delivery required? Answer: Delivery for material is on or before 12 May 2006 Question 4.) Do we quote delivery to Oahu, HI. or to Tracy, Ca. as you said may be preferred? Answer: Delivery is FOB Tracy, CA Question 5.) DFARS 252.232-7003 - "electronic submission of payment requests" - We are not currently set-up to be able to electronically invoice, if we are the successful bidder, can we be given an exemption to be allowed to mail our invoice on this transaction( and any others) until we are later able to submit electronically? Answer: Exemptions to this clause will be approved on a case-by-case basis and will be determined before award is made. Question 6.) DFARS 252.247-7023 - Transporting supplies by sea - Pls. clarify, this appears to say we must use "U.S. flag vessels" for shipping your steel pipe on this bid, correct? Also, this seems to say we must send proof we have done this with our invoice in order to be paid ? correct? Answer: U.S. flag vessels are required unless you submit a request to the Contracting Officer for other reasons stated in DFARS 252.247-7023(c) and must be submitted in writing as stated in DFARS 252.247-7023(d). Please follow guidelines stated in DFAR 252.247-7023(e) & (f) if transportation of supplies will be by sea to final destination stated on the solicitation.
