Description
This revised synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Crane Division. Offerors are encouraged to access information also available on the NSWC Crane Division web site at http://www.crane.navy.mil/supply/homepage.htm. Revised Synopsis ? It is anticipated that $4M of funding will be available for year one. It is anticipated that the 3-year contract will not exceed $9.9M. The Naval Surface Warfare Center, Crane Division requires development of a ?pre-packaged brass board? of an Ultra Short Pulsed (USP) laser, which shall be transportable and suitable for use in exploring USP laser applications at a number of laboratories and test sites. The package shall be complete with power supplies and cooling, and output optics capable of ?pre-chirping? the output beam, as identified in the Statements of Work. An additional requirement is the employment of fiber based extreme pulse stretching. Phase I - The first phase consists of the demonstration of two operational wavelengths for high energy per pulse high average power and the design of the pre-packaged brass board. The contractor shall research appropriate hardware and technologies required to develop two bench top-level USP lasers for both a ~1?m and a 1.5?m version. The contractor shall provide a bench top-level demonstration, which shall provide a minimum functionality for both a ~1?m and a 1.5?m. Corrected: The fiber based stretching factor for 1?m Program Goals is 10 ns of compression capability at 5 mJ/pulse energy with 10nm bandwidth at a center wavelength of 1?m. The fiber based stretching factor for 1.5?m Program Goals is 10 ns of compression capability at 200?J/pulse energy with 10nm bandwidth at a center wavelength of 1.5?m. Phase II - Phase II Final Delivery of Pre-Packaged Brass board USP Laser. The contractor shall perform all necessary research and then develop the final design, build, test and verify performance, and deliver the transportable, ?pre-production brass board? USP laser system. The contractor shall deliver a quantity of four brass board lasers; two at 1.0-micron wavelength, and the remaining quantity of two at 1.5 micron as indicated in Table 1 within 18 months after contractual authority to commence Phase II. The contractor shall identify technology changes and scaling requirements for accomplishing a 1to 10 terawatt (TW) peak power system and 1 to 5 kW average power laser system and summariz e in a report in accordance with A007. This report shall suggest a roadmap for scaling to higher peak power and higher average power. A 36-month Cost Plus Fixed Fee type contract will be awarded. Delivery will be FOB Destination to NSWC Crane Division, Crane, Indiana 47522. Inspection and acceptance will be at destination by NSWC Crane personnel. This requirement will be solicited as full and open competition. A competitive RFP will be issued on or about 3 April 2005. NAICS Code 541710; FSC Code AZ13.
