- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number, Q5120065186, is issued as a Request for Quotation (RFQ). The National Park Service intends to issue a Firm-Fixed Price contract for hauling services. This is a Commercial Item Acquisition, FAR Part 12 applies. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-07. The NAICS is 484110, the size standard is $21.5 million and is set aside for small business. Statement of Work: Contractor will be required to haul approximately 20,000 tons of 2" - 4" wash rock from the Seminole Tribe, Big Cypress Rock Pit, County Route 833, located 8 miles north of Exit 49 off of I-75 to Bass Lake Road, located off of US 41, within Big Cypress National Preserve, Ochopee, FL 34104, a distance of approximately 65 miles one way. Contractor shall provide all equipment (20 yard Dump Trucks and qualified drivers) necessary to haul the wash rock. The period of performance will be from time of award, approximately May 1, 2006 through September 01, 2006. Contractor can provide a maximum of eight 20 yard dump trucks at any given time, with 48 hours notice. All responsible sources shall quote hauling per ton which shall be considered if timely received. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. Instructions to Offerors-Commercial 52.212-1, applies to this acquisition. 52.212-2 Evaluation-Commercial Items applies, while price may be a significant factor in the evaluation of offerors, the final award decision will be based upon a combination of price and other factors described in the solicitation. 52.212-3 Offeror Representation and Certifications-Commercial Items, 52.212-4 Contract Terms and conditions-Commercial Items, and 52.212-5 Contract Terms and Conditions required implementing statutes or executive orders commercial items all apply to this solicitation. Evaluation factors for award: Award of contract will be evaluated on price related factors and past performance. All offers are due at the National Park Service, Big Cypress National Preserve, 33100 Tamiami Trail E, Ochopee, FL 34141, no later than the close of business, April 17, 2005.
