Description
The US Army Corps of Engineers, Portland District, intends to award a contractor for the monitoring of Purple Loosestrife and associated biological control agents in the Columbia River Estuary, Oregon, and Washington. The contractor shall be qualifi ed in Entomology or a related field. The contractor shall have a boating license with the ability to navigate small boats under hazardous conditions such as exteme wind, waves tidal flux, and shallow water. Navigation assistance in the form of GPS travel routes and maps will be provided. The work area extends from Tongue Point, Oregon, river mile 18, to Eureka Bar, river mile 52. Access to the area is by boat only. The contractor shall be responsible for monitoring survival of the Purple Loosestrife. The monitoring includes tracking population expansion, tracking the numbers of insects and the geographical spread of the insects within the Purple Loosestrife, tracking the nature of the Purple Loosestrife and the extent of insect damage to Purple Loosest rife, and tracking the environmental factors affecting survival and population growth of the biological control insects. There is a minimum of 15 specific locations in the Columbia River estuary. Aerial surveys of tidal marsh habitat are required in ord er to record distribution and relative density of Purple Loosestrife. Additional locations and biological control agents may be added to the monitoring action during the course of the project. In order for contractors to conduct business with the Departm ent of Defense, the contractor must provide registration information to the Central Contractor Registration, CCR. Contractors can access the CCR for free at http://www.ccr.gov The period of performance of this contract shall be for one year, with options renewable for four, 4, additional one, 1, year periods. NAICS 541690 with a size standard of $6,500,000. Solicitation W9127N-06-R-0020 is expected to be available on 29 March 2006.
