- The Department of Veterans Affairs, VISN 11 Contract Service Center, intends to award a sole source contract to Volunteers of America, Lansing, Michigan to provide community-based residential care, treatment and rehabilitative services for chronically mentally ill (CMI) veterans, with particular focus on those who are homeless. Volunteers of America is determined the only agency in the geographic area that offers the space, programming, location to support agencies, laundry facilities and food preparation able to satisfy VA's requirements. The authority to Sole Source is conducted in accordance with Federal Acquisition Regulation (FAR) 6.302-1 and 10 U.S.C. 2304(c)(1). Please contact Scottie L.
