Description
The Agency of Health Care Research and Quality (AHRQ), through the General Acquisitions Branch (GAB), Program Support Center (PSC), intends to award a 8 month sole source contract using simplified acquisition procedures to Consumers Advancing Patient Safety (CAPS), One W. Superior Street, Suite 2410, Chicago, Il. 60610. The anticipated date of award is 04/24/2006. The contractor shall be responsible for but not limited to the following: develop a regional strategy in North and South America that builds on and furthers the ?Declaration of Purpose? develop consumer champions who will work in effective partnerships with AHRQ, WHO, PAHO and CAPS, international, national, regional and local policymakers, patient safety advocates and healthcare provider throughout North and South America identify and implement programs to accomplish specific patient safety goals that are consistent with or complementary to the goals of the WHO World Alliance for Patient Safety; and to articulate the values, principles, and commitments that will govern Patients for Patient Safety consumer partnerships. To accomplish these goals, the contractor shall: convene a strategic planning group to plan workshops: select and recruit appropriate consumer participants: develop scholarship funding to support attendance; and, develop a toolkit to include adaptable learning and performance objectives, adaptable templates of materials for recruiting partner-oriented consumers, facilitator?s guides, measurement instruments, video trigger tapes which capture lessons learned, and publication ready article suitable for publication in a peer-reviewed journal. AHRQ wishes to partner with the contractor in order to leverage consumer groups to help disseminate the consumer information currently available and is in development and to learn new methods for getting patients to work together with clinicians and providers to improve the quality and safety of the healthcare in the US and worldwide. In additional to partnering with AHRQ, other organizations are partnering with the contractor and are providing funding for the other two projects under the broad-based strategy: American Hospital Association, Aurora Health System, Canadian Patient Safety Institute, Consumers Advancing Patient Safety, Institute for Alternative Futures, Institute for Healthcare Improvement, Joint Commission on Accreditation of Healthcare Organizations, National Patient Safety Foundation, Pan American Health Organization, Partnership for Patient Safety, Winnipeg Regional Health Authority, and the World Health Organization. The contractor are also responsible for the following: The list of planning committee members for AHRQ review and concurrence. Copy of procedures for selecting providing scholarships for workshop participants for AHRQ review and concurrence. Final list of participants for workshop to be held in conjunction with the National Patient Safety Foundation Congress in May, 2006. Annotated outline of toolkit elements. Draft of all the elements of the Consumer Toolkit for AHRQ review and comment. Provide the Final the patients for patient safety toolkit including plans for global distribution. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
