Description

This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. This NOI is not a small business set aside. This solicitation and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-08. The National Institute on Drug Abuse (NIDA) Station Support/Simplified Acquisitions (SS/SA) Branch, on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) intends to negotiate and award a purchase order on sole source basics with Waters Corporation (Waters), 34 Maple St., Milford, MA 01757 a maintenance agreement for four (4) Waters manufactured Mass Spectrometry Systems, S/N YA287, MS3ENO4596/8, J04WC2055N and W4ENX1123M, located at 36 Convent Drive, Bethesda, MD 20892. Waters shall provide maintenance services, repair and on-site services to keep Waters instruments performing in accordance with the operating specifications set forth in the applicable user manual. Waters Corp is the manufacturer of said equipment and therefore the only responsible source that can provide the replacement parts or accessories (FAR 13.106-1(b)) that will be compatible, guaranteed new and unused without causing the government excessive cost. The period of performance will be April 2006 ? Feb. 7, 2007 (11 mons.). The acquisition is being conducted under simplified acquisition and is exempt from the requirements of FAR Part 13.5, Test Program for Certain Commercial Items. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
