Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute?s (NHLBI) Consolidated Operations Acquisitions Center (COAC) for the National Institute of Dental and Carniofacial Research (NIDCR) intends to negotiate and award a purchase order on a noncompetitive basis to Agencourt Bioscience Corporation, 500 Cummings Center, Suite 2450, Beverly, Massachusetts 01915, to purchase genomics DNA sequencing services of a 38kb adenovirus. At a minimum the Government intent is to purchase quality sequencing of a 38kb adenovirus of in the FASTA format. The contractor will perform tiled PCR amplification over the viral genome and will make a commercially reasonable effort to produce and deliver a single contiguous sequence, having four fold redundancy of sequencing coverage at each base in accordance with FDA guidelines. Period of Performance: The proposed period of performance is approximately four (4) weeks. The sole source determination is based upon the fact that Agencourt is the only known source able to provide to the Government the sequencing services in accordance with the FDA standards within the Governments four (4) week time schedule. An award to any other source for the services would result in a substantially additional costs with possibly unregulated quality control standards which would negatively affect the outcome of the Government research. This acquisition is being conducted under FAR Part 13, simplified acquisition procedures. It is noted that FAR Part 6, Competition Requirements, is not applicable simplified acquisition. The North American Industry Classification System (NAICS) applicable to this requirement is 339999, Size Standard 500 employees. This notice of intent is not a request for competitive proposals. Interested parties are requested to review the above requirements, and submit a statement of interest which includes; a firm fixed price; documentation of the capabilities of meeting the Government?s requirements; at least three (3) references documenting successful past performance in meeting the Government?s minimum specifications; and a proposed delivery schedule. The submission will be evaluated on the content of the above documents. The submission is due on April 6, 2006, 9:00 a.m. The submission must also include any prompt payment discount terms, the Dun & Bradstreet number (DUNs), the Taxpayer Identification Number (TIN) and the Offerors business size. The Offeror must also register in the Government's Contractor Registry System. Note: www.ccr.gov. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
