Description
Surveillance and Monitoring Database Related to Community Water Fluoridation The Centers for Disease Control and Prevention (CDC), National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP), Division of Oral Health (DOH), contemplates issuing a firm fixed price type contract to create a comprehensive, searchable web-based database of water fluoridation laws, regulations, related legal cases and supporting documentation including, but not limited to, relevant case law (published or unpublished), depositions, official opinions, and briefs, to assist state and local entities in their efforts to become knowledgeable in the area of law associated with public health applicable to community water fluoridation. Currently, a monitoring and surveillance system does not exist to track laws, ordinances, policy issues and related legal data relating to community water fluoridation. State and local public health and legal officials and staff must sift through vast amounts of legal data to identify relevant information to community water fluoridation issues. The information can be scattered throughout the United States and found in many various formats and searching through the information is often costly and time consuming. There is a need to develop a surveillance and monitoring system for legislative and policy information related to community water fluoridation and organize it in a web-based, searchable format. This web-site and database will be housed at the Centers for Disease Control and Prevention. The director of the project shall possess education and training related to law, a juris doctorate is preferred, and must provide a description of their experience dealing with public health legal issues. A strong academic background is preferred and a background in law firm litigation is desirable. Should have some experience with a law firm litigation. The contemplated period of performance is 12 months with two 12 month options. The approximate release date of the RFP on the FedBizOpps Website (http://www.fedbizopps.gov) is on or about April 17, 2006. The RFP due date will be approximately 30 days after posting of the RFP. The RFP will be available only by downloading at this internet sit: www.fbo.gov. All questions/concerns about the RFP package shall be submitted in accordance with the RFP instructions via to rbush@cdc.gov. The NAICS Code for this requirement is 541110, and the size standard is $1 million. NO TELEPHONE REQUESTS FOR THE SOLICITATION WILL BE ACCEPTED. There is no plan to mail out hard copies of the RFP.
