Description
This is a combined synopsis/solicitation for commercial items using simplified procedures in accordance with the format in FAR Parts 12 and 13 as supplemented with additional information included in this notice. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS) and Office of Coastal and Resource Management (OCRM) requires technical and consulting services to support the multi-agency national and regional partners of the Coastal American Partnership program in their mission to protect, preserve and restore the nation?s ecosystems in accordance with the requirements as detailed in the attached Statement of Work, Technical Support to the Coastal American Partnership, February 15, 2006. Contractor should have technical expertise in coastal restoration and protection and a working knowledge of the relevant programs of the federal partner agencies. Contractor shall coordinate and tract multi-agency projects provide technical staff support for partnership meetings and facilitate military involvement in new project efforts. Contractor shall prepare and submit its cost and technical proposal based on project coordination, meetings and military involvement in projects and travel. Contractor is required to submit monthly technical progress reports and attend monthly meetings. The period of performance shall be from award through September 30, 2006. The resulting purchase order will be awarded on affirm fixed price basis. FAR 52-212-1, Instructions to Offerors ? Commercial Items; FAR 52-212-2, Evaluation ? Commercial Items; FAR 52-212-3, Offeror Representations and Certifications ? Commercial Items apply to this acquisition and there are no addendums to these provisions. The solicitation document and incorporated clauses are those in effect through Federal Acquisition circular Number 2005-08. The Government shall award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) approach, (ii) past performance, and (iii) price. Responses must be received within 10 days of the posting of this notice.
