Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Western Michigan University, Kalamazoo, MI, under the authority of FAR 13.106-1(b) Soliciting From a Single Source, to develop, construct, and optimize new optical tweezers instrumentation, and to prepare appropriate samples for assembly in the instrument. This is a sole source requirement as the University has already provided guidance and essential support in the development of the optical tweezer system; furthermore, the University has contributed extensively to the writing of the instrument?s proprietary source code. A fixed price purchase order will be issued on or about Apr. 17, 2006 with a 6-mo. performance period. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition. See Note 26
