- Description
- The Naval Surface Warfare Center, Panama City, FL intends to award a sole source contract to Arete Associates, 333 N. Wilmot Rd., Suite 450, Tucson, AZ to repair faulty electronics modules in the AN/AQS-20A Electo-Optic Identification (EOID) subsystem identified in EOID S/N 003 and S/N 005. Repair of the EOID Units shall consist of the following: Remove the receivers from the EOID?s; Disassemble, replace the streak tubes, fiber optic tapers, mounting rings, high voltage board and enclosure as necessary; Assemble, align, focus, calibration of Electro-Optic components and test Receiver assemblies as necessary. This acquisition is unsuitable for full and open competition for the following reasons. Arete Associates is and has been the sole developer of the AN/AQS-20A EOID subsystem. Given the complexity of the system and the level of system knowledge required to repair the EOID, Arete Associates is the only source possessing the expertise, internal technical data, equipment, and experienced personnel necessary to successfully repair the EOID.
