- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov/and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The Naval Surface Warfare Center, Crane Division intends to enter into a Firm-Fixed-Price, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with FN Manufacturing, LLC, 797 Old Clemson Road, Columbia SC 29224 in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The proposed ID/IQ contract will have a five (5) year ordering period for the Retrofit/Overhaul of the M240 7.62mm Machine Gun, MK46 5.56mm Machine Gun and MK48 7.62mm Machine Gun to a near new condition. The contract minimum is $100,000.00 with an estimated maximum amount not to exceed $4,000,000.00. The contractor shall provide all management, tools, supplies, parts, paint, lubricants, equipment, facilities, and labor necessary to retrofit/overhaul the M240, MK46 and MK48 to a like new condition in accordance with commercial practices and the manufacturer's recommendation. The contractor shall be required to perform in accordance with the Statement of Work as follows: CLIN 0001 - Overhaul/Retrofit of M240 .50 cal Machine Gun (MG) in accordance with (IAW) the Statement of Work; 0001AA - Gaging, inspection, overhaul and testing of receivers; 0001AB - Gaging, inspection, overhaul and testing of receivers that require gas cylinder replacement; 0001AC - Gaging and inspection of non-serviceable M240 receiver. CLIN 0002 - Overhaul/Retrofit of MK46 5.56mm MG IAW the Statement of Work; 0002AA - Teardown, gaging, inspection, overhaul and testing of MK46 MG; 0002AB - Teardown, gaging, inspection of non-serviceable MK46 MG; 0003 - Overhaul/Retrofit of MK48 7.62mm MG IAW the Statement of Work; 0003AA - Teardown, gaging, inspection, overhaul and testing of MK48 MG with acceptable receivers; and 0003AB - Teardown, gaging, inspection of non-serviceable MK48 MG. Inspection and acceptance will be at Origin. All items shall be delivered F.O.B. Destination with all transportation charges paid by the supplier to: RECEIVING O FFICER, BLDG 2521, CODE 4081, NAVSURFWARCENDIV, CRANE, IN 47522-5001. All shipments shall be marked: B. 2521/Code 4081, Attn: Mr. Scott Ross. All responsible sources may submit a proposal, which shall be considered by the agency. It is the responsibility of interested vendors to monitor the Crane website, FedbizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
