Description
The Naval Sea Systems Command is conducting market research to determine the existence of a used, operational Offshore Rig Support type craft, currently available, or available in the near term, possessing the characteristics listed below. The craft will be purchased for the Iraqi Navy under a Foreign Military Sales Case and will operate within Iraqi waters. Interested companies, including dealers and brokers, are encouraged to respond to this announcement. Any response to this announcement should follow the directions found later in this announcement.. Hull length adequate to accommodate requirements below. No minimum speed requirement. Capable of operating up to sea state 6. Sustain operations for a period of at least 7 days. Potable water production and storage. Gray and black water storage. Provision of trigger operated type fuel hose to replenish patrol boats. Ship?s crew of 10. Ammo storage for 22,500 rounds of small arms ammo. Accommodations up to 60. Galley capable of catering 80/messing for 12+. Adequate freezer and refrigeration storage. Two cranes with Safe Working Loads of 5t for launch/recovery of 9.5m Fast Aluminum Boats (FABs), 7.3m RHIBs and embarkation of stores. Deck space to for at least 2, 9.5m FABs and 2, 7.3m RHIBs in cradles. Mounts for 2 x 12.7 mm DSHKA Class Machine Guns. Mounts for 2 x 7.62 mm PK Class Machine Gun. Capability to provide link to helicopters and HQ (VHF, UHF and HF). Simultaneous use of Wave Bands. IT server and 6 work stations, connectable to the world web and e-mail, connected in LAN and at Windows XP and Office 2003 specification or better, capable of being used at sea. Depth sounder, DGPS, NAVTEXT, EPIRB, Anti-collision surface RADAR equipment, Dynamic Positioning System, GMPSS, INMARSAT. In addition to regulation firefighting equipment, the vessel must be able to provide additional firefighting support in addition to the Patrol Boat firefighting capability including monitors and foam. This should support both Patrol Boats and oil platforms. Provision of air compressor and associated diving support equipment to support up to two 5 man diving teams. Engineering workshop spaces. Sickbay with storage for supplies. Laundry space. A full manual and documentation outfit with appropriate records are to be available with the vessels. Training package and options for a Contractor Logistic Support (CLS) during familiarization while engineering and maintenance support experience reaches operational capability. Life rafts to support 80 personnel. Capable of providing some MARPOL support in the event of a pollution incident (booms) It is anticipated that two (2) craft may be procured, with the total quantity to be delivered FOB origin. The quantity of craft is subject to change. Prospective firms are encouraged to submit a capability summary that does not exceed five (5) pages in length describing the craft to include the original mission of the craft, age, when the craft will be available for purchase if not available at this time, and uniqueness. Include a description of craft currently available that meet, or with minor modifications might meet, the above listed requirements. All craft characteristics should be identified for chart comparison to the requirements listed above. Responses should include: (a) The name and address of the firm and where such boats are located; (b) Point of contact including name, title, phone, and email addresses; and (c) Whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone small business, veteran! owned small business, or service disabled veteran owned small business.
