Description
The Naval Air Systems Command, Patuxent River, Maryland, intends to issue a Request for Proposal (RFP), N00019-06-R-0040, as Full and Open Competition under the North American Industry Classification System (NAICS) code number 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing with the size standard in number of employees at 750. The anticipated requirement is for the modification of the avionics and electrical systems of the USN/USMC C/KC-130T aircraft. This modification will include Communication Navigation Surveillance / Air Traffic Management (CNS / ATM), installation of NVIS compatible internal and external lighting, and provide for the safe and effective operation of the aircraft with a cockpit crew reduced to three pilot, copilot and flight engineer using an open architecture system. Additionally, the modfication shall address obsolescence, increased reliability, maintainability, sustainability and lower total ownership cost. The modified aircraft shall meet or exceed the minimum requirements of the C/KC-130T Avionics Modernization Program (AMP) Systems Requirements Document (SRD). There will be a single contract that covers two phases, Integration and Production. The Integration phase will consist of procurement, integration and test of the avionics systems for a single KC-130T test article. The Production phase will cover follow-on recurring installs. Quantities of items per contract period, and aircraft quantity and configuration will be set forth in the RFP. NAVAIR will release a copy of the statement of objectives/data requirements on or about 26 June 2006. The draft solicitation will be electronically released on or about 18 August 2006 on the NAVAIR website, http://www.navair.navy.mil/business/business.cfm. The government may hold an Industry Day with a date yet to be determined. No hard copies of the solicitation or amendments will be provided.
