Description

Overhaul of 2 each Catapillar 3408 propane fired generators located at Dangling Rope Marina, Utah. Requires disconnection and loading on barge furnished by the National Park Service. The National Park Service will transport to Wahweap Marina, Arizona. Customer must ransport to customer repair facility from Wahweap Marina, Arizona. Only one (1) generator may be taken off line at a time for repair. Mechanic preforming work must be a Catapillar certified mechanic with at least 5 years of experience with propane fired generators. Completed work will require a 48 month Caterpillar overhaul warranty. Overhaul must be completed in accordance with Caterpillar Operations and Maintenance Manual for G3408 Industrial and Generator Set Engines (SEBU6682-03) dated November 1996. Scope of Work Overhaul Dangling Rope Generators 1. GENERAL PROJECT DESCRIPTION. Overhaul two (2) each CAT 3408 propane fired generators located at Dangling Rope. 2. PURPOSE OF OVERHAUL. The purpose of the overhaul is to get the best cost/value relationship per hour of extended life and to extend the engine's service life without the risk of a major catastrophe. 3. CONTRACTOR PROJECT REQUIREMENTS: a. Disconnect CAT 3408 generators at the Dangling Rope generator building, haul generators to an authorized Caterpillar repair facility, and reconnect the CAT 3408 propane fired generators, after overhaul at the Dangling Rope generator building. (1) Provide equipment capable of hauling / transporting the CAT 3408 generators to and from Dangling Rope (roundtrip) to an authorized Caterpillar repair facility. The NPS shall barge the haul equipment and generator to and from Dangling Rope. Load out site shall be the Wahweap Main Ramp. (2) Only one (1) each CAT 3408 generator at a time can be taken off line for overhaul. One (1) each generator shall remain on-line to support the electrical system at Dangling Rope. b. Overhaul two (2) each CAT 3408 propane fired generator located at an authorized Caterpillar shop. (1) Use only Caterpillar authorized parts and accessories. (2) Mechanic performing the work must be a certified Caterpillar Mechanic with at least five (5) years experience with propane fired CAT 3408 generators. (3) Provide a 48 month CAT overhaul warranty. c. Test each generator operations to ensure compliance with the following: (1) Voltage variation of no more than + or - 10% of block load. (2) Frequency change of no more than + or - 3 Hz over 3 seconds. (3) Recovery time must be < 3 seconds at 100 KW and 200 KW. (4) Block load is acceptable. (5) Test loads with a load bank from 0 - 100 KW and from 100 - 200 KW with a recovery of less than 3 seconds. d. Perform a complete startup of the generators prior to turn over to the Dangling Rope NPS Maintenance Personnel. e. The Contractor shall provide the following items as shelf stock at Dangling Rope: (1) Two (2) batteries for each CAT 3408 generator overhauled. (2) One (1) complete set of spark plugs for each CAT 3408 generator overhauled. 4. Specific CAT 3408 Top End and Overhaul Requirements: a. Rebuild or exchange cylinder head assembly, cylinder packs, oil pump, governor, and turbocharger. b. Rebuild or exchange gas regulator, carburetor, starting motor, SCAC water pump, and throttle body. c. Install new crankshaft bearings, crankshaft seals, and spark pug wires. d. Inspect crankshaft, camshaft, camshaft followers and bearings, gear train gears, and bushings. e. Obtain oil and coolant analysis. f. Clean / test oil cooler core and after-cooler core. g. Inspect / clean breather exhaust bypass valve. h. Inspect / replace spark plug wires and magneto. i. Replace spark plugs. j. Inspect / replace bearings on carburetor linkage and governor control linkage. k. Inspect / test resistance of transformers. l. Replace water temperature regulators (thermostats). m. Replace hoses and clamps. n. Drain / flush / replace cooling system (extended life coolant). The contractor shall be responsible for the disposal of all coolant fluids. o. Replace all filters (air, oil, and fuel filters). 5. Government Supplied Equipment and Services: a. The government (NPS) shall provide the Contractor with three (3) each roundtrip barge trips to and from Dangling Rope. The three (3) barge trips shall consist of: Barge Trip 1: Barge equipment, load bank, and tools to Dangling Rope. Barge equipment and CAT 3408 generator to be overhauled from Dangling Rope to Wahweap. Barge Trip 2: Barge equipment and overhauled CAT 3408 generator from Wahweap to Dangling Rope. Barge equipment and remaining CAT 3408 generator to be overhauled from Dangling Rope to Wahweap. Barge Trip 3: Barge equipment and overhauled CAT 3408 generator from Wahweap to Dangling Rope. Barge equipment, load bank, and tools to Wahweap. b. Government housing shall be available for up to two mechanics for periodic times required for the disconnection of existing CAT 3408 Generators from the system as well as the connection and testing of the overhauled CAT 3408 generators. c. Government personnel and equipment shall assist CAT personnel in the removal and re-installation of the CAT 3408 generators at the Dangling Rope facility.
