Description
TACOM - ARDEC is seeking potential qualified sources that are interested in responding to a potential request for proposal for a five-year Production effort (beginning in FY07) for the Packaging of the XM982, Excalibur 155mm Projectile. Deliveries will be no later than 8 months after contract award and within 6 months after exercise of each option. Responses need to address price and delivery of 23 to 67 palletized units for delivery by May 2007 to the McAlester Army Ammunition Plant (McAlester OK) to the established technical data package. A palletized unit includes nine containers with nine sets of foam, six C-channel spacers, a pallet top adapter, a pallet base and strapping. Respondents should also address the price and delivery of the option years (FY08 thru FY11) as listed below Palletized Units: Base Year: FY07 23 to a surge of 67 Option FY08 40 to a surge of 100 Option FY09 50 to a surge of 133 Option FY10 96 to a surge of 167 Option FY11 120 to a surge of 222 The Technical Data Package for the pallet (includes Spacers) and for the container (includes foam) as well as the Acceptance Documentation are posted on ProcNet W15QKN-06-X-0868 for review in response to this market survey. The container Technical Data Package Listing 13001473 per SCD 2253853 Rev E and TDPL ACV00681 dated 16 Nov 05 and associated ECPs will be placed on ProcNet as well. All responses to this market survey must be provided in the English language. To be considered, all interested sources must provide the following information: a. Provide rough order magnitude (ROM) estimated price for each of the four Palletized Unit components (Container, Foam, Spacers, Pallet), Pallet Unitization and Delivery. b. Provide evidence of capability of current production line for similar packaging components. c. Provide proposed production delivery schedule, to include a production qualification build for government pallet and container qualification. d. Provide the maximum rate of production using current facilities. e. Provide a description of in-process production/testing to be used to ensure item quality. f. Provide the lead time from contract award to first delivery. g. Provide a description of any modeling and simulation (M&S) have you utilized. h. Provide documentation supporting your ability to build hardware that meets the tech data package to include the Acceptance Documentation. i. Provide a description of the training of your workers and familiarity with similar components in the design. j. Provide evidence of your testing and inspection procedures to ensure items meet government requirements. k. Provide a list of vendors/suppliers for all required materials and components to include ionomer window, strap, container foam, pallet and spacers. l. Describe a description of any Six-Sigma type Program you are using. m. Provide ISO 9001 certification if applicable. n. Describe the infrastructure/resources you have to effectively mitigate risks and issues when they arise. It is the intention of the Government to award the XM982 Packaging Production effort as a full and open competition. The Government reserves the right to make multiple awards.
