- ACA, USACCE, Regional Contracting Office Bavaria (RCO-BV), Germany, has a requirement for technical support services for the technology associated with Simulation Federation Support and End-to-End Integration Services. The simulation federations c urrently in use at the Joint Multinational Command Training Center (JMCTC) are as follows: 1. Joint Live, Virtual, Constructive (JLVC) Federation: Consists of the following models and interfaces in a typical training exercise: JCATS, SELS, JSAF, SIMPLE, JDLM, Vision XXI, ASTi, TACSIM, MUSE and D-ISE. This federation operates primarily using a High Level Architecture protocol. 2. Joint Land Component Constructive Training Capability Entity Resolution Federation (JLCCTC-ERF) - Consists of the following models and interfaces in a typical training exercise: JCATS, SELS, JSAF, SIMPLE, JDLM, Vision XXI, ASTi, TACSIM, MUSE and D-I SE. This federation operates primarily using a Distributed Interactive Simulation (DIS) protocol; and, 3. Joint Land Component Constructive Training Capability Multi-Resolution Federation (JLCCTC-MRF) - Consists of the following models and interfaces in a typical training exercise: CBS, JCATS, Vision XXI, LOGFED, TACSIM, MUSE. This federation operates p rimarily using a High Level Architecture (HLA) protocol.. The PERIOD OF PERFORMANCE will be 15 July 2006 through 14 July 2007 for a base year plus two one-year option periods. SCOPE OF WORK: The contractor shall furnish all labor, services, material and equipment to perform all services prescribed in Section C of the Solicitation. The applicable NAICS code is 541990 with a small business size standard of $5.5M. This requirement is being solicited as full and open. The solicitation and any documents related to this procurement will be available on the Internet only at the following website https://acquisition.army.mil/asfi/. The solicitation will be posted as an attachment to the ASFI website. No hard copies of the solicitation will be available. No solicitation mailing list will be compiled or published. All prospective offeror s must have a Commercial and Government Entity Code (CAGE Code) and be actively registered in the Central Contractor Registration (CCR) at www.ccr.gov. . A pre-proposal conference located in Grafenwoehr Training Area, Germany, is tentatively scheduled for 20 April 2006 (details in the solicitation, Section L). Attendance at this pre-proposal is encouraged, but not mandatory. Prospective offerors attending shall do so at their own expense. After review of the issued solicitation and prior to the pre-proposal conference, prospective offerors are encouraged to submit any questions they may have via email to Klaus.Neumann@us.army.mil. All responsible sources may submit an offer, which the Government shall consider. Selection will be made using the Source Selection Process, Best Value Continuum Trade Off Process. Proposals shall be evaluated based on the following Evaluation Factors for Award, 1. Technical; 2. Managerial; 3. Past Performance; and, 4. Price; with additional sub-factors.
