Description
Sources Sought Synopsis Only. McChord AFB is seeking potential small business sources for the bare rental of cranes that meet all the salient characteristics listed in this advertisement. This rental will be by a Blanket Purchase Agreement, description below. Respondents are asked to provide their documents to A1C Rebecca L. Maxwell by fax at 253-982-3656 or via email at rebecca.maxwell@mcchord.af.mil by 4:30pm PST on 29 March 2006. STATEMENT OF WORK FOR BARE RENTAL CRANE SERVICES 1.0. DESCRIPTION OF SERVICES. The contractor shall provide crane rental services to the 62d Maintenance Squadron. 2.0. EQUIPMENT SPECIFICATIONS. The contractor shall provide a fully hydraulic, self-propelled, wheeled base crane. Crane must have a variable boom length with a minimum of 21 ft extension (full power), 85% of tipping on outriggers, 75% of tipping on rubber, single axis controls, and is capable of moving load on rubber. Crane must be capable of lifting up to at least 3000 lbs with sling and hook height ranging from 0-55 feet (device used must interface with all components and/or slings which have a 3 inch minimum inside clear opening) with at least a 38 foot radius. Lift device must have load moment indicator safety feature. 2.1. SAFETY REQUIREMENTS. The contractor?s equipment shall comply with all appropriate safety requirements to meet OSHA, state, and local industry standards. 3.0. DURATION OF LEASE. Duration of rental, per call, shall not exceed 60 days. 3.1. DELIVERY. The contractor shall provide delivery of the crane directly to the jobsite on McChord AFB specified by 62d MXS within 24 hrs from the time of request. Once the crane is delivered, it will be operated by certified and licensed government personnel. 3.2. AVAILABILITY. The contractor shall be available during standard business hours. They must also provide a telephone number for contact after standard business hours, to include weekends and holidays for rental agreement. DESCRIPTION OF A BLANKET PURCHASE AGREEMENT (BPA) for Crane Rental 1. The 62 Contracting Squadron on behalf of the 62 MXS would like to initiate a Blanket Purchase Agreement (BPA) for occasional crane rentals. 2. A BPA is similar to a commercial charge account. It is a simplified method of filling anticipated repetitive needs for supplies or services by establishing ?charge accounts? with qualified sources of supply. The authorized government individuals place calls and make payments with their Visa Government Purchase Card (GPC). A BPA is an agreement only, not a contract, between your organization and the government. Terms and conditions of the agreement are established in advance, which govern future purchases (if any) made against the BPA. The Government is only obligated to the extent of authorized calls actually placed against the BPA and your firm is not obligated to perform in response to a call placed against the BPA. Either party may cancel the BPA with written notice at any time 3. If your firm wishes to participate, please provide the following information electronically, not later than 29 March 2006: - Firm-fixed price listing of various daily, weekly and monthly crane rental rates, that meets the minimum requirements specified in the attached Statement of Work - Firm-fixed price quotes for pick-up and delivery charge - Any special offers such as government discounts and special weekend/holiday rates 4.
