Description
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source (Cheyenne Mountain Conference Center) under the authority of FAR 13.106. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 5 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally by considered solely for the purpose of determining whether to conduct a competitive procurement. Sole Source is based upon this vendor being the only vendor able to provide the required Audio Visual support, conference room size and available rooms. See the following Statement of Need for details. 2nd Annual N-NC Staff Judge Advocate Conference Statement of Needs The NORAD-USNORTHCOM Office of the Staff Judge Advocate (?N-NC/JA?) has the following needs for its ?2nd Annual N-NC Staff Judge Advocate Conference?, to be held in Colorado Springs, CO. A. Dates: 17 April 2006 ? 20 April 2006 B. Number of expected attendees: approximately 150 C. Expected number of sleeping rooms needed for individual reservation and payment: Approximately 150 single rooms per night (nights of 17 ? 19 April) D. Nature of functions and needed facilities: (1) Meeting Spaces: Contractor will make the following meeting spaces available for the conference events and shall be prepared to accommodate up to 150 persons for daily conference meetings on 18-20 Apr 06, the Tuesday working lunch and the Wednesday Keynote Dinner. These upgrade rooms will accommodate the expected Distinguished Visitors. Actual assignment of these rooms will be determined by NORAD-USNORTHCOM officials based on the rank and grade of the distinguished visitors attending the conference. F. Room rates: Must not exceed the standard government rate of $78.00 per day, excluding applicable taxes. G. Other services: 1. Audio/Visual services. N-NC/JA needs the following Audio/Visual services. Luncheon Meetings. N-NC/JA will hold a ?served? working luncheon meeting during the conference for 150 attendees. The agreed to menu will include a selection of: 4D--Grilled Nicoise Vegetable Wrap, 4H--Mesquite Smoked Salmon, 4I--Breast of Chicken California. 3. Keynote Dinner. N-NC/JA will hold a ?served? working dinner meeting during the conference for 1500 attendees, which will feature the keynote speaker. The agreed to menu will include a selection of: 11F--Mesquite Grilled Swordfish, 12A--Chicken Oscar, and 12B--Prime Rib. 4. Reservations & Registration: a. Internet Registration: The contractor will provide conference attendees with access to its internet site to register for conference events and lodging at the resort. The contractor will share all registration data with the NORAD-USNORTHCOM Legal Conference Manager when requested. b. Except as specified elsewhere in the agreement, the contractor will be solely responsible for billing and collecting all lodging costs associated with the conference from individual attendees at a time and in a manner suitable to the contractor. Except as specified elsewhere in this agreement, the United States Government and its employees and agents shall not be liable for any lodging payments, claims or obligations to the contractor, its employees or agents. H. Fees. 1. Individual attendees must pay the Hotel directly for their lodging costs. 2. Day Rate: N-NC will pay the contractor a Day Rate for each conference attendee. This amount includes tax (tax exempt) and gratuity, and covers all meeting rooms, conference planning support and continuous coffee/refreshment breaks throughout the daily sessions of the conference.? 3. Facilities Services Charge: The contractor will waive the daily room Facilities Service Charge. Individuals who occupy a lodging room at the Resort will be entitled to obtain services normally associated with the Facilities Service Charge which includes: bell and maid services, 800 and local calls access, newspaper, in-room coffee and tea, Fitness Center access, wireless internet access and parking. I. Other Terms: The United States Government does not guarantee and shall not be liable for ensuring that a minimum number of lodging rooms will be occupied or that a minimum number of individuals will attend the conference events.
