- Custodial Services Contract for Area A of Wright-Patterson Air Force Base The solicitation number is FA8601-06-R-0040. This is a restricted competition procurement synopsis/solicitation published for informational purposes only. This requirement has been listed on the Procurement List established by the Committee for Purchase from People Who Are Blind or Severely Disabled. The Javits-Wagner-O?Day Act (JWOD) requires these services be procured from a participating non-profit agency. It is possible the National Institute for the Severely Handicapped (NISH) company currently providing this service will cease performance on 1 Apr 06. NISH does not have another company to assume this contract. This RFP is being issued to select a commercial contractor to provide service 1 Apr 06 through 31 Mar 07. Should the JWOD contractor decide, on or before 30 March 06 to continue performance, this RFP will be canceled. The proposed contract is for custodial services for Area A of Wright-Patterson Air Force Base with approximately one million square feet for a one year period. This is a HUBZone Set Aside. The Government intends to solicit and negotiate with only three sources under the authority of FAR 6.302-2 - Unusual and Compelling Urgency. The proposed sources are Apex Industries, Wincor Management Group, and AMF Facility Services. These companies are already performing on contracts for similar services at WPAFB and all have the means, experience, and base access to accommodate the short turnaround time needed from contract award date to contract start date of 1 April 2006. The description is as follows: Perform custodial service for Area A at Wright-Patterson AFB, Ohio. Delivery of service shall conform to the requirements of the Statement of Work. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items/services necessary to maintain a satisfactory facility condition and present a clean, neat, and professional appearance. The level of service will be determined by the government and will be incorporated on the data sheets. The level of service can be changed at anytime during the contract. This notice of intent is not a request for competitive quotations; however, the Government will only consider quotations/responses from the three sources listed.
