- The Department of Justice is developing an acquisition strategy to lease jet aircraft for its Justice Prisoner & Alien Transport System (JPATS) located in three locations: Oklahoma City, Oklahoma; Mesa, Arizona; and Alexandria, Louisiana. It is anticipated that the lease will be for one (1) base year and up to nine (9) option years, as determined by OMB Circular A-11. As part of this process, the Department is seeking information about small businesses that are capable of providing AND maintaining a minimum of six (6) and up to twelve (12) commercial jetliners similar to the Boeing 737-300 and MD 80, manufactured in the earlier 1990s or later. This is a market survey for informational purposes only, and shall not be construed as a Request for Proposals (RFP). Currently, there is no solicitation document available; no contract will be awarded based on this announcement; no reimbursement will be made for costs associated with responding to this announcement; and no telephone calls or other communications about this announcement will be accepted or acknowledged. All responses must be submitted via e-mail in accordance with the following instructions. The applicable North American Industry Classification System (NAICS) code is 532411 with a size standard of $6.5 million. Responses to the announcement must provide detailed, yet concise information about the company?s qualifications and experience in providing and maintaining similar jetliners within the past three (3) years, including to the Federal Government, if applicable. Project information shall include: 1) the types of planes provided; 2) if the planes were financed; 3) how they were financed (e.g., the name of the company that provided the financing); 4) where the planes were maintained; 5) the extent of the maintenance; 6) any subcontractors used on the project and their respective roles on the project; and 7) contract information, including the contract number, the dollar value, period of performance, current status, and current contract point-of-contact information, including the contact?s name, address, telephone number, and e-mail address. In addition, the response, which shall not exceed twenty (20) typewritten pages, must denote the firm?s small business size status (i.e., small; 8(a); small disadvantaged; HUBZone; service disabled, veteran owned; etc.). All responses must be submitted electronically to tom.naccarato@usdoj.gov and must be received no later than April 6, 2006 at 3:00 p.m. Eastern Daylight Time (EDT).
