Description
The Federal Bureau of Prisons, Field Acquisition Office in Grand Prairie, Texas, intends to issue solicitation RFQ21203-026-5 to make a single award to a responsible quoter for the provision of Advanced Occupational Education Program - Alcoholism and Substance Abuse Studies services for the Federal Correctional Institution Ray Brook in Ray Brook, New York. The successful contractor shall, at a minimum, provide the following services: A). Interview qualified program applicants to determine the likelihood of their successful completion of the ASAS program and their ability to meet the requirements for credentialing as an Alcoholism and Substance Abuse Counselor. B). Provide one (1) - three (3) hour period of one (1) hour sessions for course orientation; a minimum of eighty-four (84) - three (3) hour periods of one (1) hour sessions of on-site drug and alcohol specific training; and four (4) - three (3) hour periods of one (1) hour sessions for testing and course evaluation. C). Supervision, by a licensed staff member, of students earning supervised internship hours. The contractor shall be accredited and licensed with: New York State Office of Alcoholism and Substance Abuse Services (OASAS), Academy of Addiction Studies; and have a provider number. It is estimated the course shall consist of not less than eighty-nine (89) - three (3) hour periods of one (1) hour sessions per contract year or more than one hundred four (104) - three (3) hour periods of one (1) hour sessions per contract year. These periods will be scheduled on Tuesday and Thursday evenings, from 5:30pm to 8:30pm, and occasionally on Saturdays, from 7:30am to 9:30am and 11:00am to 2:00pm or 12:00pm to 3:00pm, for six (6) hours of training {two (2) - three (3) hour periods}. A session is defined as one (1) hour. The Contracting Officer anticipates awarding a firm-fixed price, indefinite-delivery, requirements type contract. The contract period shall consist of one (1) - twelve (12) month base year and four (4) - twelve (12) month option periods for renewal. The solicitation will be available on or about April 4, 2006 and will be distributed solely through the General Services Administration Federal Business Opportunities web site http://www.fedbizopps.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. All contractors seeking or currently doing business with the Federal Government shall be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. The North American Industry Classification System code for this solicitation is 611513 and the applicable small business standard is $6.5 million. This solicitation is 100% set-aside for small business concerns. All qualified sources are encouraged to submit an offer which will be considered for award. Faith-Based and Community-Based Organizations have the right to submit offers/bids equally with other organizations for contracts for which they are eligible. The anticipated date for receipt of offers is May 4, 2006.
