Description
This Presolicitation Notice is a result of the Sources Sought Notice published in FedBizOpps on 02/21/2006. The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS), is soliciting proposals on a 100% Small Business Set-Aside basis to establish and maintain a National Resource Center on Homelessness (NRCH). The contractor will be required to: (1) Establish the NRCH; (2) Assist CMHS? Homeless Programs Branch (HPB) in transforming existing systems of care to better address homelessness; (3) Create a learning community between stakeholders that will foster an environment of change and stimulate service system improvement; (4) Convene a Steering Committee made up of public, private and consumer-based representatives to draft a strategic plan for the first three (3) years of the NRCH; (5) Propose innovative solutions to promote the 10-year strategic plans developed by the States during recent Policy Academies to end Chronic Homelessness and to ensure the successful implementation of those plans; (6) Update and maintain a national database of literature in the field; (7) Establish and maintain a toll-free ?800? number for responding to information requests; (8) Maintain a website on homelessness; (9) Organize, provide logistic support, and conduct annual Projects for Assistance in Transition from Homelessness (PATH) meetings and a biennial national training conference on homelessness; (10) Provide logistic support and implement workshops and trainings; (11) Provide technical assistance for services and systems improvement; (12) Develop training materials; (13) Develop curricula to support homeless services? workforce (i.e., providing on-line credentialed coursework, obtaining SAMHSA clearances, as necessary, developing web-enabled coursework, maintaining the site, providing web-trends data, and providing an interface for the field with various credentialing organizations); (14) Prepare OMB clearance package, by preparing, submitting, and revising (as necessary) an OMB clearance package that ensures the evaluation satisfies the requirements of the Paperwork Reduction Act; (15) Provide support to the HPB to identify emerging individual and systems issues pertaining to people who are homeless and who have serious mental illness and substance use disorders; (16) Synthesize existing knowledge and information (e.g., research, best practices) and disseminate to the service providers, policy makers, and research communities; (17) Assist States/Territories and local provider entities to adopt evidence based, exemplary, and promising practices, and improve the effective implementation of the PATH program; and, (18) Analyze PATH Data and Report Results by preparing analytic data files; writing statistical programs; statistically analyzing data; conducting literature searches; writing and editing technical reports and related products; developing written and oral presentation materials; responding to a variety of requests for information with quick turnaround times; providing consultation on statistical and analytic methods; and presenting information about the project to a variety of audiences, both orally and through written materials. The anticipated period of performance is a base period of 12 months, plus four (4) 12-month option periods. The solicitation may be obtained by either of two ways: by mail, or electronically by downloading a file from FedBizOpps or the SAMHSA Web Site at http://www.samhsa.gov/contracts/contracts.html. Files will not be made available on either web site until on or after the estimated issuance date. Once downloaded, you should determine if you have a continuing interest in the RFP. If so, you must either write the individual identified above and request that a copy of the amendments (if any) to the RFP be sent to you by mail, or check the Web regularly for the amendments, which will also be posted at FedBizOpps and the SAMHSA Web Site and can be downloaded electronically. You may choose either of the two methods for obtaining the RFP and amendments. Note, however, that if you rely on the Web for obtaining the RFP and amendments, at this time we have no way to assure, and will therefore assume no responsibility for assuring, that you have downloaded these documents. All RFP requests must cite the RFP Number. Requests for copies of the RFP must be made in writing. Fax requests will be accepted at (240) 276-1510, but please confirm by phone that your fax request has been received.
